How can Japanese nationals access passport and consular services in Oslo?

Appointments, passports, certificates, registration and access to Japan’s Oslo Consular Section.

Japan’s consular service in Norway is centred at the Embassy of Japan in Oslo rather than a network of permanent walk-in counters across the country. Passports, documents, residence registration and assistance to Japanese nationals are handled from the capital, while visas for travel to Japan follow a separate process. Start by identifying whether the matter concerns a Japanese national resident in Norway, an emergency, or a foreign national applying to enter Japan.

Since May 2025, most visits require an advance appointment through the Embassy’s booking portal. Applicants select the procedure and arrive at the assigned time with photo identification for entry. Two procedures are not booked online: police certificates and Working Holiday visa applications must be arranged by email at ryouji@os.mofa.go.jp or by phone at +47 22 01 29 00. The Embassy says an appointment may be cancelled if a visitor misses it without notice, so walk-in access should not be assumed.

The consular counter is open Monday to Friday, 9:00 a.m.–12:30 p.m. and 1:30–4:00 p.m., subject to Norwegian and Japanese public holidays. The visitor address is Haakon VIIs gate 9, 0161 Oslo; the postal address is PO Box 4060 AMB, 0244 Oslo. The Embassy points visitors to Nationaltheatret and Slottsparken for public transport. Use the postal address only for correspondence, not as the visitor entrance.

Services include new and renewed passports, travel documents, residence, birth and marriage certificates, signature and driving-licence certificates, police certificates, family-register and nationality notices, overseas residence registration, overseas voting and emergency assistance. The Consular Section also handles Japanese visas. Eligibility depends on nationality and legal residence, and document checklists vary by visa category. Nationals of visa-exempt countries may be able to make a short non-remunerative visit without a visa, but that exemption does not cover every purpose or replace a current immigration check.

Passport timing requires planning beyond the appointment itself. Since centralized printing in Japan began in March 2025, the Embassy reports that many applications take more than four weeks. Online application is available when the applicant meets the conditions, but passports must be collected in person and are not returned by post. Read the procedure-specific checklist, prepare originals and copies, check the holiday calendar and book well ahead. We could not verify a Google Maps rating and review count tied unambiguously to this exact office, so no numerical score is published.
