What can Japan’s Vladivostok Consulate handle, and which regions does it serve?

Japan’s Consulate-General in Vladivostok serves Japanese nationals in Primorsky and Kamchatka krais and Magadan Oblast. This guide separates passports and consular support from visas, with address, contacts, counter hours and passport timing.

Japan’s Consulate-General in Vladivostok serves a territory far larger than the port city: its official page assigns it Primorsky Krai, Kamchatka Krai and Magadan Oblast. For a Japanese national living or travelling in this far-eastern region, the first step is to check that the place of residence falls within this mission’s jurisdiction and to distinguish an emergency from routine administration. The office is at 46 Verkhne-Portovaya Street, Vladivostok 690003; its website publishes separate general and visa-counter hours.

Consular services include passports, residence notices and updates, certificates, civil-status and nationality procedures, overseas voting, guidance on health and children’s education, pension information and assistance to Japanese nationals affected by accidents or emergencies. Japanese nationals staying abroad for more than three months must file an overseas residence notice; the ORR system accepts online filings from 90 days before arrival. The Consulate says registration helps residents receive local notices and enables faster contact when someone needs assistance. It does not replace insurance, a police report or local emergency services.

Passports require separate planning. The official page supports online filing through ORR and retains paper applications. Because new passports are produced in Japan and shipped to Vladivostok, collection may take more than a month. Loss or theft follows a different checklist, including a police report or certificate; someone who must return to Japan before a replacement arrives may apply for a travel document valid only for return to Japan. The Consulate therefore advises asking before travelling, especially from Kamchatka or Magadan. It also cautions that incomplete applications may not be accepted and emergency events can affect published timelines.

Japanese visa services have their own windows, separate from the building’s general opening hours: applications 10:00–12:00 and collection 16:00–17:00, Monday to Friday. For passports, certificates and other Japanese-national services, confirm the correct counter with the Consular Section. Published numbers are +7 (423) 226-75-58 for visa/passport matters and +7 (423) 226-74-81 for general enquiries, with jpconvl@vl.mofa.go.jp as the email contact. The Consulate links to Japan’s Ministry visa instructions. Check documents for the trip purpose and place of residence before paying, travelling or booking; visa intake and Ministry-level rules are not interchangeable.

The operational profile also requires careful reading of the homepage. The Consulate links a VKontakte account in its own social-media section; we do not add accounts on other platforms that are not linked there. The current institutional page and 2026 communications identify Tadaatsu Mori as Consul-General. Alongside individual cases, the mission publishes safety alerts, emergency information and cultural updates; those resources can help residents, but they do not expand the legal powers of the service counter.

We do not record Google stars or a review count because a Maps search by address did not let us verify an unambiguous listing and its metrics. The practical facts were cross-checked: 46 Verkhne-Portovaya, weekday hours, jurisdiction and separate general, visa and passport contacts. Before travelling from another territory, confirm jurisdiction, documents and a case-specific timeline by email or phone; the ‘more than one month’ passport estimate is an important official indication, not a guaranteed appointment for every case.
