Japan’s Embassy in Russia is in north-central Moscow at 27 Grokholsky Pereulok, but the consular entrance is not the main entrance: the official page directs visitors to the Astrakhansky Pereulok side. That distinction matters at a diplomatic compound, where finding the correct door is part of preparing the visit. The consular section publishes weekday hours for passports, certificates, civil-status and nationality matters, and overseas voting. Check official closure dates and confirm whether your case requires an appointment before setting out.
For Japanese nationals, the service menu goes well beyond passport renewal. The Embassy issues certificates of residence in Russia, signature and fingerprint certificates, civil-status certificates based on Japanese family-register records, certified translations of Japanese public documents—including driving licences—and police certificates of criminal records processed by Japan’s National Police Agency. It also links to civil-registration, nationality, residence-notification and overseas-voting procedures. Each certificate has its own requirements: a signature certificate, for example, must be signed before a consular officer and cannot be obtained through a representative, so sending someone else with the form is not enough.
For passports, online filing may reduce the in-person visit to collection, but it requires registration in the online resident-registration system; people who filed only a paper residence notice must register online again. Paper applications remain available. Renewal may be requested when less than a year remains, with separate procedures for loss or theft and for a person who must return to Japan before a replacement passport is ready. Production and delivery from Japan mean processing takes about a month. After a loss, the official instructions say to report it to Russian police and obtain proof before applying. A local consequence is easy to miss: after receiving a new passport, holders should ask Russian authorities how to transfer a valid Russian visa from the old document.
The most important change for people travelling to Japan on a Russian passport is the separation between Japanese consular services and visa applications. Since 12 February 2026, the Japan Visa Application Centre (JVAC) has received and returned ordinary applications at Olympic Hall, first floor, 16 Olimpiyskiy Prospekt, building 5; its published weekday intake hours are 09:00–16:00. The Embassy directs applicants to VFS’s booking portal and warns that a centre service fee applies, with a visa fee potentially added in some cases. The Embassy lists exceptions—including diplomatic or official passports and urgent humanitarian cases—for direct handling by its Consular Section. Do not go to the Embassy for an ordinary visa or assume that a different type of file has the same fee, appointment rule or processing time.
The Moscow guide is useful because it separates four questions that are often blurred: who may request a service, what documents are needed, where they must be filed and how long it may take. Bring the current checklist for the exact procedure, confirm whether an appointment is required, and use ryojijp@mw.mofa.go.jp or the published Consular Section phone for non-ordinary-visa questions. Do not mistake the emergency number for routine service. The Embassy lists general hours until 18:00, while passport and certificate counter service begins at 09:30; plan around the specific counter window rather than assuming every service is available throughout the building’s opening hours.
We do not publish a Google rating or review count: a Maps search by address did not let us distinguish the Consular Section’s metrics confidently from other units in the same compound. The practical conclusion is clearer than an average score: for passports, certificates, civil status, nationality and overseas voting, use the Consular Section at 27 Grokholsky with access from Astrakhansky; for ordinary visas, go to the JVAC at 16 Olimpiyskiy Prospekt. An older biographical page still names a Japanese ambassador, so we do not present that name as current without recent institutional confirmation.
