What services does Japan’s Consulate-General in Saint Petersburg provide, and where are visas filed?

Japan’s Consulate-General distinguishes its main entrance on the Moika embankment from its consular counter at 30 Millionnaya Street. Since February 2026, ordinary visa applications go to a separate centre.

Saint Petersburg has an address distinction that can cost visitors a morning: Japan’s Consulate-General lists its main entrance on the Moika River embankment at 29 Moika, while its consular services—passports, residence notices, visas and enquiries from Japanese residents or travellers—are handled at 30 Millionnaya Street. The institution’s own page separates the entrances by department. Anyone filing documents should follow the consular-counter address and check the procedure rather than relying on a generic map pin.

The Consulate identifies the City of Saint Petersburg and Leningrad Oblast as its jurisdiction. Its published services for Japanese nationals there include resident registration, passports, certificates, family-register and nationality matters, overseas voting, children’s education, consular assistance and health and pension information. Separate passport and certificate pages explain renewal, loss, emergency travel documents, available attestations and requirements. For an emergency involving immediate risks to life or safety, the channel is consular assistance—not the routine document counter. Requirements can depend on residence and document type, so the current downloadable instructions take precedence over a general list.

A recent change also separates Japanese visas from the rest of the service menu. The Japan Visa Application Centre (JVAC) opened on 12 February 2026 at Olympic Plaza, third floor, 21/5 Stremyannaya Street. The official notice gives weekday intake hours of 09:00–16:00 and says ordinary applications are no longer filed at the Consulate. It also identifies a per-person service fee and recommends applying several weeks ahead, although the published minimum processing period is not a guarantee of real-world timing. Current Consulate pages likewise direct applicants to the centre. Diplomatic, official and urgent humanitarian cases are exceptions to ask about directly with the Consular Section; they should not be confused with a routine visa appointment.

For passports, certificates and registrations, the Consulate’s general hours are Monday to Friday, 09:00–13:00 and 14:00–17:45, except holidays. Its counter page still displays the former visa-submission and collection windows—10:00–11:30 and 15:00–16:30—but, after the JVAC opened, those times should not be used to file an ordinary application. The office publishes ryoji@px.mofa.go.jp and +7 (812) 336-7673 for consular matters. The main building at 29 Moika has separate contacts, and meetings with other departments may need to be arranged in advance.

The Consulate’s own account of Japan–Russia relations helps explain its role beyond paperwork: it also supports cultural, educational and people-to-people exchange, while its consular mandate is to assist Japanese nationals within its legal remit. Its July 2026 greeting identifies Hiroki Matsuo as Consul-General and says he took up the post in 2023. For visitors, the practical value of the guide is to distinguish what is handled in person, what moved to the visa centre and what should be confirmed by email before travelling from another region.

We do not show Google stars or a review count because a search for the precise entrance did not let us separate reliable metrics for the consular listing from those for the building and other offices. The safest route is to use the Millionnaya 30 entrance for Japanese consular business, Olympic Plaza for ordinary visas and the official closure calendar for planning. Before paying a fee or sending documents, confirm jurisdiction, the current checklist and appointment method with the relevant official portal; a map listing or third-party directory cannot replace that check.
