Maskay guide

Which Japanese consular services can currently be requested in Kyiv?

Japan’s Embassy in Kyiv maintains an address and contact channels, but its current website says it does not provide passports or certificates and limits visa intake to two short-stay purposes. This guide separates consular information from Japan’s official advice not to travel to Ukraine.

An embassy page can continue to display an address and opening hours even when some services are suspended. Japan’s current homepage for Ukraine warns that the Kyiv office does not issue or renew passports, issue certificates or provide the routine consular services a reader might expect from an operating counter.

The published exception is narrow: the Embassy says it accepts only short-stay visa applications for business or visits to relatives. Kyiv is not presented as a general counter for tourism, work or applicants of every nationality. To find out whether a file can be accepted, email the office with the purpose, residence and timing. The older visa page remains reference material, but it should not override the current homepage’s limited-service notice.

The diplomatic mission is at 34B Velyka Zhytomyrska Street, Kyiv 04053. The consular directory lists +380 44 490 5501 and ryouji@kv.mofa.go.jp; general enquiries go to +380 44 490 5500 and toiawase@kv.mofa.go.jp. The page lists weekday general hours of 9:00 a.m.–12:30 p.m. and 2:00–6:00 p.m., with a visa window from 9:30 to 11:30 a.m. Those hours do not guarantee a procedure is available: read the restriction first.

Japanese nationals in Ukraine who need passports, certificates or routine assistance should email the Embassy and ask which regional mission can handle their case. Do not travel to the Kyiv address expecting those services to be processed there. Emergency contact information is published, but availability and instructions should be confirmed directly.

This is also a security issue. Japan’s Foreign Ministry maintains a Level 4 evacuation advisory for all Ukraine, updated 19 January 2026, and says not to travel. Its notice describes ongoing attacks and civilian risks. A narrow exception exists for essential recovery and reconstruction-related travel to Kyiv and its vicinity or Lviv Oblast, after prior consultation at least two weeks ahead and submission of a detailed security plan. That exception is not for tourism.

Recent mission notices identify Ambassador Yo Osumi. The practical value here is defining what cannot be completed in Kyiv and how to confirm the two narrow visa categories. Google stars and review counts are left blank because we could not verify an exact active listing consistent with the present service status. If you are already in Ukraine, prioritize official safety updates and contact the Embassy before moving.
