Where do you handle Japanese consular matters in the Netherlands: The Hague or the honorary consulates in Amsterdam and Rotterdam?

The Hague Embassy processes passports, visas and certificates; the honorary consulates in Amsterdam and Rotterdam do not.

In the Netherlands, Japan’s Embassy and honorary consulates are not equivalent service counters. The Embassy’s Consular / Visa Section is at Tobias Asserlaan 5 in The Hague. Amsterdam and Rotterdam have honorary consular offices, but the Embassy explicitly says they do not handle visa, passport or certificate applications. For those procedures, visiting The Hague or using an announced outreach session is different from seeking limited protocol assistance from an honorary consul.

The Hague section serves Japanese nationals with passports, certificates, family-register and nationality matters, overseas residence registration, voting abroad, My Number, school textbooks and safety guidance. It also processes Japanese visas. General consular hours are split into two sessions, while visa applications and collections have separate windows. The Embassy says appointments are generally unnecessary except for police certificates; check the requirements for each document and whether personal attendance is needed.

Appointments depend on the procedure

The visa counter accepts applications Monday to Friday, 9:00–11:30 a.m., and handles collections from 1:30–4:00 p.m. Non-visa consular services operate 9:00 a.m.–12:30 p.m. and 1:30–4:00 p.m. Police certificates require an appointment; other procedures may require forms, originals or a later collection. The consular email is consul@hg.mofa.go.jp and the main telephone is +31 70 346 9544. The office says calls can be difficult to connect during busy periods and asks people to use email if they cannot get through.

The Embassy runs one-day services outside The Hague. Its October 2026 schedule lists, among other locations, Amstelveen, Amsterdam, Maastricht, Eindhoven and Groningen; some 2027 dates are still unconfirmed. Sessions may accept passport, certificate and overseas-voting requests, but not every procedure: notices say family-register filings are excluded, and a new passport may still need to be collected at the Embassy. Read the exact procedure list in the event notice.

Address and contact

The Consular / Visa Section is at Tobias Asserlaan 5, 2517 KC The Hague. General telephone enquiries run from 9:00 a.m. to 5:00 p.m.; the Embassy has a 24-hour automated emergency line. Rokuichiro Michii is named as Ambassador on the institutional page updated 14 October 2026. The honorary offices in Amsterdam and Rotterdam publish their own heads, addresses and phone numbers, but do not replace The Hague for formal document or visa services.

The linked profile gathers contact information and service categories. This guide explains which channel fits: the Embassy for formal procedures, honorary consuls for limited functions, and outreach only for services and dates specifically announced. Before travelling, check whether your procedure can begin online, which originals are required and where the result must be collected.

Bottom line

For passports, visas or certificates, The Hague is the operating post; use Amsterdam or Rotterdam only for functions their honorary offices explicitly confirm.
