What can you do at Japan’s Houston Consulate, and which states does it serve?

A guide to Texas and Oklahoma jurisdiction, passports, certificates, visas, appointments and access to 2 Houston Center.

The Consulate-General of Japan in Houston serves Texas and Oklahoma. Residence—not a workplace or the most convenient travel destination—determines the responsible post. People living elsewhere should check Japan’s consular district map before preparing a visa or a service for Japanese nationals.

The official address is 2 Houston Center, Suite 3000, 909 Fannin Street, Houston, Texas 77010; the telephone is +1 713-652-2977. The website separates email channels: jvisa@ho.mofa.go.jp for visas, ryoji@ho.mofa.go.jp for Japanese passports, shomei@ho.mofa.go.jp for registration and certificates, and info@ho.mofa.go.jp for general enquiries unrelated to visas. Routing a question to the correct section can prevent a visa enquiry from landing with another team.

Current consular counter hours published in Japanese are 9:30 a.m.–12:30 p.m. and 1:30–4:30 p.m., Monday to Friday except holidays; visitors are asked to arrive thirty minutes before each closing. General office hours are 9 a.m.–5 p.m., with a midday break. The office is in a multi-entrance complex, and its access page explains the elevator route from level P1. Parking is paid by visitors. Check the building’s directions before setting out downtown.

Japanese passports may be requested online through ORR-Net when the applicant and procedure qualify, or at the counter if online filing is unavailable. Because passports are now produced in Japan, the office estimates about three to four weeks from application to collection. The passport must be collected at the consulate selected during the application. Online submission does not mean the finished document will automatically be delivered to a home address.

For certificates, the consulate asks applicants to contact shomei@ho.mofa.go.jp first because document review takes time and the counter can be busy. Online applications and electronic certificates are available for some items, but signature, translation and police certificates are not handled through that route and retain their in-person procedure. Visa applications have separate rules: in-person drop-off is accepted in the morning without an appointment, but from June 1, 2026 applicants who owe a fee must submit the application at the office and cannot mail the fee; some fee-exempt applicants may still apply by mail.

The official site identifies Takeshi Koyama as consul general and links Facebook, Instagram and YouTube. Google Maps showed a rating and review total for the consulate listing at 909 Fannin, recorded in the profile data as checked on October 19, 2026. We do not repeat that figure as editorial evidence or treat it as a substitute for official requirements. The Houston consulate profile gathers contacts, hours and service routes.
