What services does Japan’s Hagåtña Consulate-General provide in Guam?

A guide to Japanese passports, certificates, Guam-resident visa applications, office hours and jurisdiction at the Consulate-General in Tamuning.

A practical guide to Japan’s consular presence in Guam starts by separating the post’s official name, its street address and its jurisdiction. The Consulate-General is named for Hagåtña, but its counter is in Tamuning, Suite 604 of the ITC Building on South Marine Corps Drive. The Hagåtña post-office box is for mail, not a visitor address. The Embassy’s current directory assigns Guam to this post; the Northern Mariana Islands have a separate Consular Office in Saipan.

The official page names UEDA Susumu as Consul-General and lists +1 671-646-1290 and +1 671-646-5220. Office hours are Monday to Friday, 8:30 a.m.–12:30 p.m. and 1:30–5:15 p.m., while the consular counter closes at 4:30 p.m. The 2026 holiday calendar lists additional closures. Administrative hours should not be mistaken for unrestricted counter access: check the procedure and the section that handles it before travelling.

For Japanese nationals, the website brings together new, renewal and lost-passport procedures, online applications linked to ORR Net, consular certificates for residence, birth, marriage and signatures, and online applications for eligible certificates. It also lists family-status and nationality notifications, overseas residence registration for stays of three months or longer, overseas voting, safety information and assistance. A useful first step is to identify the exact document requested by the receiving authority and open that procedure’s checklist; evidence requirements differ and not every step is completed online.

Visas for travel to Japan serve a different purpose. Guam’s portal says applicants must reside in Guam and apply in person; visa reception runs on weekdays in two blocks and ends at 4:30 p.m. The stated minimum processing time is four business days, with longer periods possible in some cases. Nationality, travel purpose and immigration status affect the required documents. Fee-bearing applications require exact cash; consult the fee table effective July 1, 2026 rather than relying on an amount saved from another year.

The institution also publishes Guam safety notices, assistance information for Japanese nationals, and cultural and public-information channels. Its official pages link Facebook, Instagram and YouTube for announcements and institutional activity, but social media does not replace case-specific guidance. We could not uniquely confirm a Google Maps listing for the suite itself, so we have not transferred reviews from the building or published a rating and count. Confirm the correct address, holiday closure and checklist with the relevant consular section before setting out.

Bottom line

For a Guam procedure, use the Tamuning visitor address and the official checklist for that service; do not confuse Hagåtña’s postal box with the Saipan office’s jurisdiction.
