What services does Japan’s Saipan Consular Office provide in the Northern Mariana Islands?

A guide to Japan’s Saipan office: passports, certificates, visas, reception hours and an address discrepancy to check before travelling.

Saipan has a Consular Office of Japan, not a Consulate-General. It serves the Northern Mariana Islands, while Guam is assigned to the Consulate-General in Hagåtña. The difference in institutional rank does not diminish the office’s practical role, but it helps identify which post handles a procedure and where to direct an enquiry before travelling between islands.

The current local website names Consul TOMI Yoshiyuki and lists (1-670) 323-7201/7202 and cojsaipan@ag.mofa.go.jp. Its physical address is Suite 201, MH1 Building, Puerto Rico, Saipan. The Embassy directory retains a different location—the second floor of the Bank of Hawaii Building, Marina Heights Business Park—so we do not present them as interchangeable. Because the local office page is more current, this guide uses MH1 Building and advises calling to confirm the entrance before travelling.

The website separates two service windows: general enquiries Monday to Friday, 8:30 a.m.–12:15 p.m. and 1:15–5:15 p.m.; consular and visa reception, 8:30 a.m.–12:15 p.m. and 1:15–4:45 p.m. An official holiday list is linked. The general page does not establish one appointment rule for every service, so we do not assume walk-ins are accepted. Check the page for the passport, certificate or visa you need, and contact the office if your case does not match a published example.

For Japanese nationals, the Japanese-language links group passport applications and forms, certificates, family-register and nationality matters, overseas residence reports and overseas voting. They also lead to fee information, safety alerts and assistance resources. Preparation begins by identifying whether the request is a Japanese travel document, a family-register filing or a certificate for a local authority; these categories can require different evidence and in-person steps. The individual procedure page controls originals, identification and delivery instructions.

The office also accepts applications for Japanese visas. Its dedicated page lists the same counter intervals and a minimum processing time of five business days; additional documents depend on category, and applicable fees are paid in cash. The fee schedule changed on July 1, 2026, so check the current table and whether your nationality is exempt. The national hotline answers general questions, while the site directs case-specific enquiries to Saipan.

Official Facebook and Instagram accounts are linked from a PDF on the institutional website and appear in Japan’s Foreign Ministry social-media directory. We could not confirm a unique Google Maps listing for the current MH1 Building address; we omit a score and review total and do not use reviews for the former location. Call to verify the address, holiday closure and exact checklist before arranging an inter-island trip.
