What can Japan’s Consular Section in Bucharest handle, and how do you arrange a visit?

A guide to visas, certificates, appointments and consular assistance at Japan’s Embassy in Romania, with official address and hours.

The Consular Section of Japan’s Embassy in Romania handles matters for Japanese nationals and Japanese visa applications, and also issues certain certificates for Romanian citizens. Its August 2026 information page works as a service map: it separates visa categories, certificates and notices for Japanese families. Procedures are not interchangeable and do not share one document set, so the first step is to identify the exact category before calling.

The office is at America House, East Wing, eighth floor, Șoseaua Nicolae Titulescu 4–8, Sector 1, Bucharest. The Consular Section’s telephone is +40 21 319 1890 and its email is consular@bu.mofa.go.jp. Public counter hours are Monday to Friday, 9:00 a.m.–12:30 p.m. and 1:30–4:30 p.m., excluding holidays; phone information is available 8:30 a.m.–12:30 p.m. and 1:30–5:00 p.m. The Embassy recommends making an appointment and explaining the purpose, date and preferred time by phone or email.

For visas, the Embassy lists student, work, dependent, spouse or child of a Japanese national, and medical-stay categories, among others. Romanian passport holders may visit for up to 90 days for temporary-visitor activities without prior visa, provided they do not receive remuneration; study, work or a longer stay follows a different process. A Certificate of Eligibility used in several long-stay applications is issued by Japan’s immigration authority after a host person or organisation applies in Japan; it is not a document to request as if issued by the Bucharest counter. Applicants, especially foreign residents of Romania, are advised to check category-specific rules.

The office also publishes consular certificates for Romanian citizens and Japanese nationals in Romania. Its page asks applicants to complete the certificate request form first and contact the Consular Section with questions. Families may inquire about Japanese textbooks for school-age Japanese children. One detail can save an unnecessary trip: the Embassy states that it does not translate documents. Japanese documents should be translated into Romanian by authorised translators, although the Consular Section may provide leads if applicants have difficulty finding one. Requirements and fees appear on separate pages and should be checked for each procedure.

A practical approach is to call or email before travelling, describe the procedure precisely and ask which originals and copies to bring. For a visa, nationality and place of residence matter; for a certificate, so do the receiving authority and its requested wording. The official website identifies Takashi Katae as Ambassador. Before going to America House, check the holiday calendar and appointment guidance: general opening hours alone do not confirm that a particular application can be handled that day.
