The Mayor’s Graduate Scholarship Program (MGSP), now presented under the Mayor’s Scholarship Program name, connects full-time New York City government employees with graduate opportunities at participating universities. DCAS lists the 2027–28 graduate application as open. This is not a scholarship based on living in New York: applicants must work for City government full time and hold an undergraduate degree by the start of the academic year.
The Mayor does not publish one standard award amount. Partner schools fund and decide scholarships, and selection is competitive. Applicants may receive different terms depending on the institution, academic programme, and each school’s offering. The City does not pay awards directly. Before accepting a place, ask for a breakdown of tuition, fees, books, transportation, and any balance the student would still owe.
Published eligibility requires continued full-time City employment during study, good academic standing, and attending classes outside work hours. DCAS says there is no minimum length of service and recipients do not have to remain in City service after graduation. Confirm that your agency and employment status fit the official definition; working for a contractor or state government is not necessarily equivalent to being a New York City employee.
The application route leads to schools with offerings in the current list. Review the 2027–28 Offering Guide before choosing a programme: general admission does not guarantee that a department participates or uses the same deadline. DCAS recommends requesting academic records, preparing essays to the stated format, and checking curricular fit. The page also announces a graduate-school fair on November 2 from noon to 2 p.m.; confirm location and registration before making plans.
Build a calendar for university admission and municipal review at the same time. Save submission receipts, essay copies, and personnel-office approvals. If an employment or academic record is delayed, do not assume the university will extend its deadline. Each school sets the award and terms: ask whether it covers all tuition or only part and which charges are excluded.
This guide focuses on graduate study and should not be confused with CUNY ASAP or SEEK, which serve undergraduates under different rules, or the new municipal undergraduate employee route. The Mayor’s Graduate Scholarship Program profile explains eligibility and competition; the DCAS profile provides the official contact for checking a file before submission.
