Michigan Tuition Incentive Program: Medicaid eligibility, two phases, and deadlines

TIP helps certain Michigan students who had Medicaid coverage for the required period before graduation. Phase I supports two-year credentials; Phase II has separate bachelor’s-degree deadlines and caps.

Michigan’s Tuition Incentive Program (TIP) is state aid for high-school graduates who met a Medicaid-coverage condition before completing high school. Schools may identify eligibility through state records, but students must file FAFSA and confirm their status before choosing courses. This is not Wisconsin’s TIP, which serves first-year students nominated by a campus.

Phase I supports approved certificate, associate, and other credentials. It has credit caps and covers only courses that count toward the program; private or tribal institutions use per-credit and fee limits. The general rule is to begin within four years of high-school completion, and benefits expire ten years after the first payment. Not every college or program participates.

Phase II may become available after 56 transferable credits or an eligible associate/certificate, and students must start a bachelor’s degree within 30 months. For 2026–27, the published cap is $500 per semester or $400 per term, up to $2,000 total. Starting Phase II may forfeit remaining Phase I eligibility, so ask the TIP office before transferring or accepting certification.

The state also checks Michigan residency, citizenship or eligible status, 24 months of Medicaid coverage within a 36-month window between age 9 and high-school completion, loan default, at least half-time enrollment, and satisfactory progress. Graduation-age rules have exceptions for early/middle college and special education; seek written guidance if your path was nontraditional.

Check the Michigan Student Aid portal and participating-college list to see whether you are identified. File FAFSA each year and ask an aid counselor to confirm eligible credits, expiration date, and whether Phase II affects Phase I. The Michigan TIP profile explains the phases, and the Student Aid Michigan profile points to state records.

Before budgeting, request a written offer separating tuition, mandatory fees, housing, meals, books, and transportation. State grants often reduce only eligible charges and may change after Pell or other scholarships are applied. Do not commit money based on a chart maximum.

Your campus office should confirm missing documents, institutional eligibility, and disbursement timing. The program profile expands on the criteria; the public-agency profile links to applications, deadlines, and official help.

Research checked on October 12, 2026 against official or institutional sources. Past deadlines are identified, and eligibility is distinguished from an actual award. Confirm the cycle, your file, and available funds with the agency and your college financial-aid office.

Bottom line

TIP has phase-specific rules that can change credits and remaining aid; verify Medicaid status, college, and deadlines before transferring or starting Phase II.
