Tirana is Japan’s sole post in Albania and combines services for Japanese nationals with Japanese visa applications. The first practical step is to identify whether the request concerns a Japanese passport or civil record, a certificate for a local authority, or a foreign national’s entry to Japan: the rules and documents differ.
The Consular Section is at Rruga e Kavajes Nd 50, H1, postal code 1023. Its published counter hours are Monday to Friday, 9:00 a.m.–noon and 1:30–4:00 p.m., except holidays; the telephone is +355 4 454 7930 and the consular email is konsullore@av.mofa.go.jp. The site does not state a universal appointment requirement for every Japanese-national service. Confirm by email before travelling, particularly if attendance or original documents are involved.
For passports, the Embassy explains renewals, first issuance and loss-related applications, with an online route where the applicant qualifies. Passports are produced in Japan and the office estimates about a month for issuance. The counter also issues residence, signature and civil-status certificates, receives family and nationality notices, and provides overseas voting guidance. Japanese nationals resident for three months or longer should file through ORR Net; Tabi-Reg is recommended for shorter trips.
Visa applications follow a different process: applicants must appear in person and the Embassy states a minimum processing time of five working days, with possible additional documents and longer review. It does not offer same-day issuance or expedited treatment for personal reasons. Non-Albanian citizens may apply in Tirana only if they hold an Albanian temporary or permanent residence permit or work visa. Passports need at least two blank pages. The Embassy also distributes Japanese-language school textbooks to eligible children of residents under its published schedules.
