Tallinn is Japan’s only consular post in Estonia, so residents outside the capital should check whether a procedure can be completed online or by post before travelling. The Embassy serves Japanese nationals with passports, certificates, family and residence records, overseas voting and safety guidance. It also receives Japanese visa applications, but the counter is not automatically open to every traveller currently in Estonia: nationality and lawful residence determine where an application may be filed.
The office is at Harju 6, 15069 Tallinn. The Embassy publishes +372 631 0531 and ryouji@ti.mofa.go.jp for consular matters. Counter hours are Monday to Friday, 9:30 a.m.–12:30 p.m. and 1:30–4:30 p.m., excluding closure days. The Consular Section requires an appointment, arranged by telephone or email. That rule applies even when a task seems brief, such as collecting a certificate. Before travelling, state what you need, who will attend and whether you are applying or collecting.
The passport pages distinguish first issue, renewal, personal-detail changes, exhausted pages and loss. The holder normally applies in person; representation can be possible when attendance is difficult, and ORR Net enables specific digital procedures under separate rules. Collection still requires the passport holder’s visit. Applications may call for a family-register record, previous passport and parental consent for minors. Photographs must meet exact dimensions and background requirements; the Embassy warns about reflections that can make a photo unacceptable, so check its specification before ordering prints.
Certificates cover residence, birth, marriage, signature, police records and driving-licence procedures. Each has its own purpose, evidence and timing. Some documents can be requested by post with copies, proof of address and a return envelope; others require attendance or are limited to people listed in the residence register. Family and nationality notifications can have statutory deadlines. A family facing a birth or civil-status change should consult the specific procedure early rather than wait for an informal visit.
Japanese visa applications require advance booking by email or telephone. Estonian nationals are visa-exempt for qualifying short visits of up to 90 days, but longer stays and paid activity need another category. Applicants of other nationalities generally need an Estonian residence card or long-term visa to apply in Tallinn. Processing depends on nationality and visa class, so the Embassy advises checking the documentation before submitting. Residence registration also enables safety notices and emergency contact. We could not verify a Google rating and review count unambiguously tied to the current Harju 6 listing, and did not substitute older tourist reviews or aggregator data.
