What consular services are available at Japan’s Embassy in Riga, and how do you book?

Passports, certificates, visas and access to Japan’s Consular Section in Riga.

Riga concentrates Japan’s consular assistance for Latvia at the Embassy on Vesetas iela 7. The procedure differs for a Japanese passport, a certificate for a Latvian authority and a visa to travel to Japan. For Japanese nationals, the Embassy publishes passport, civil-document, family-register and overseas-voting services plus safety guidance; visa eligibility depends on nationality and residence status.

The address is Vesetas iela 7, sixth floor, Riga LV-1013. The consular telephone is +371 6781 2001 and its dedicated email is consular@rg.mofa.go.jp. The counter is open weekdays, 9:00 a.m.–1:00 p.m. and 2:00–5:00 p.m., except holidays; the Embassy asks visitors to book in advance. Confirm the procedure-specific hours rather than assuming the building’s general hours apply.

Eligible passport renewals can begin through ORR Net, but collection is in person and the previous passport must be brought. A first application generally requires a Japanese family-register record; separate rules cover name changes, expiry, loss and minors. The office says issuance takes about a month because passports are produced in Japan, with possible additional delays since the new design was introduced. Online filing does not remove the collection visit.

Certificates include residence, birth, marriage, signature, driving-licence, police and other administrative documents. Some can be applied for and delivered electronically when requirements are met; others require originals or an in-person appearance, such as a signature before an officer. The office also handles family notifications, overseas residence registration and voting. Explain who will receive the certificate and why, since the receiving authority determines acceptable evidence.

Visas are a separate track. Latvia’s page says Latvian citizens may make eligible short visits to Japan without a visa for up to 90 days; other passport holders may need one and usually must prove valid Latvian residence. Applications are submitted in person or by an authorized representative during published hours, not by email, and should be filed at least five working days ahead, though processing may take longer. Japanese nationals staying in Latvia three months or more register through ORR Net.

We could not confidently verify a Google Maps score and review count for Vesetas iela 7, so we do not infer service quality from directories or other buildings. Before travelling, email the consular section with nationality, procedure and deadline, confirm the appointment and check originals, copies and current fees. For a lost passport, first obtain the police record required by the official guide. The Embassy provides safety guidance but does not replace local authorities or intervene in private disputes.
