Japan’s Embassy in Dublin is the consular post for the Republic of Ireland. Northern Ireland is a separate case: the Embassy’s residence-registration guidance directs Japanese nationals there to the Embassy in London. In Dublin, the Consular Section handles services for Japanese nationals and applications for visas to Japan, but the two groups face different rules. For people in Cork, Galway or elsewhere, the Embassy also schedules occasional outreach visits—not permanent counters. Each event is announced in advance and requires registration.
The address is Nutley Building, Merrion Centre, Nutley Lane, Dublin 4, D04 RP73. The Embassy places the entrance near the corner of Merrion Road and Nutley Lane, beside a Tesco; Sydney Parade is the nearest DART station, and buses 4 and 7 stop on Merrion Road. The consular counter operates weekdays from 9:30 a.m. to 1:00 p.m. and 2:00–4:30 p.m., excluding Embassy holidays. Every consular visit requires an appointment. Contact 01-202-8300 or consular@ir.mofa.go.jp before travelling rather than assuming the office accepts walk-ins.
Japanese passport procedures cover first issue, renewal and changes to personal details; the office also gives instructions after loss or theft. ORR Net supports online applications in some cases, but passports still need to be collected in person. Minors have additional parental-consent requirements, and anyone unable to attend should ask the Consular Section in advance whether a representative application is possible. Japanese nationals staying abroad for three months or more must file an overseas residence notification. The registration helps with address updates, safety alerts and emergency contact; the Embassy specifically assigns Northern Ireland residents to London.
Certificates include birth, marriage, capacity to marry and divorce; residence; signature; translation of Japanese public documents; a Japanese driving-licence extract used in the Irish exchange process; and Japanese police certificates. A police certificate is restricted to qualifying purposes: the requesting authority must support the need, applicants attend in person for fingerprints, and processing takes about two months because the certificate is issued in Japan. Some other certificates can move through ORR Net electronically, but applicants should ask the receiving institution whether it accepts an e-certificate; a downloaded file does not always replace the paper original.
Visa applicants must attend in person with a passport, form and documents for their travel purpose. The Consular Section asks for an advance appointment by email with the applicant’s name, nationality and travel dates; the separate visa information hotline provides general guidance and does not handle a pending file. Eligibility generally depends on Irish nationality or lawful residence in Ireland; visitors temporarily in the country should apply where they live. Outreach visits can bring passport, certificate, family-register and overseas-voting procedures closer to residents, but they are not available without prior registration and each event has its own limits. We could not verify a Google rating and review count unambiguously tied to the Nutley Building listing, so we do not borrow another building’s comments.
