About Consular Office of Japan in Saipan

Saipan has a Consular Office of Japan, an institutional category distinct from a Consulate-General. It is part of the Hagåtña diplomatic network and serves the Northern Mariana Islands; Guam is handled by the Hagåtña Consulate-General. The current local site names Consul TOMI Yoshiyuki and gives +1 670-323-7201/7202 and cojsaipan@ag.mofa.go.jp.

The current physical address shown by the local office is Suite 201, MH1 Building, Puerto Rico, Saipan; its mailing address is P.O. Box 500407, Saipan, MP 96950. There is a material discrepancy: the Embassy’s directory still lists the 2nd Floor, Bank of Hawaii Building, Marina Heights Business Park, also in Puerto Rico. Because the current local office page says MH1 Building, this guide uses that location and recommends calling before travelling to confirm access; it does not present the two addresses as interchangeable.

Published hours distinguish general enquiries from the service counter. Weekdays, general enquiries are listed 8:30 a.m.–12:15 p.m. and 1:15–5:15 p.m.; consular and visa reception runs until 4:45 p.m. The office links an annual holiday calendar, and visa procedures have a separate page. The general information page does not establish one appointment rule for every procedure, so we do not assume walk-ins are accepted: follow the instructions for the specific service.

For Japanese nationals, the Japanese-language site organizes passport applications, certificates, family-register and nationality matters, overseas residence registration and overseas voting. It also links forms, consular fee information, local safety notices and assistance resources. Staff can direct applicants to the relevant document, but a local counter should not be mistaken for a fully digital service; each procedure page specifies whether an appearance or original documents are required.

The visa page lists weekday reception from 8:30 a.m. to 12:15 p.m. and 1:15–4:45 p.m., closed weekends and holidays, with a minimum processing time of five business days. It links document checklists for temporary visits, work and longer stays; nationality and residence status may change what is needed. Fees, when applicable, are cash-only and the site links a schedule effective July 1, 2026. A national hotline provides general guidance, while questions about an individual case should go to Saipan.

The office’s official site links Facebook and Instagram through a PDF, and the accounts also appear in Japan’s Foreign Ministry directory. We could not verify one unique Google Maps listing matching the current MH1 Building address, so we publish no score, count or review summary from another office. Before setting out, verify the current location, closure date and service checklist by telephone.
