Book the MVC transaction and assemble the title documents

NJMVC directs incoming residents to make an appointment for an out-of-state title and registration transfer. Its checklist calls for proof of identification, the vehicle’s original title, insurance information, a completed Universal Title Application (OS/SS-UTA) and a Vehicle Registration Application (BA-49). If you are also transferring your driver license, check its identity and document requirements separately; one appointment may handle both transactions, but the proof-of-identity rules still apply.

An original title may not be in your hands when a lender or leasing company holds the lien. In that case, New Jersey says to send the lienholder the completed OS/SS-54 application for release of the title. MVC will contact you after it receives the title so you can complete the transfer. Begin this step early: the lender’s document release is a separate part of the process, and the state does not promise a turnaround time on the moving page. Ask the finance company exactly where and how to send the form and keep a copy of your submission.

Budget for the title and registration separately

The state’s published title fee is $60 for a standard vehicle, $85 with one lien and $110 with two liens. Those figures do not include the registration charge, which varies with vehicle model year and weight. New Jersey says tax is not charged when the owner qualifies for the applicable sales-tax exemption; check the MVC instructions for the conditions rather than assuming every move qualifies. Use the state fee chart or ask MVC about the total for your particular car before the appointment.

There is also a 2026 cost to check if the vehicle is a zero-emission vehicle under New Jersey’s definition. From July 1, 2026 through June 30, 2027, the law sets a $270 annual registration surcharge for a qualifying ZEV, on top of regular registration costs. The MVC fee information says an initial four-year ZEV registration can collect multiple annual surcharges at once. The exact amount depends on the registration transaction, so include it in your estimate if the car qualifies.

What to do before you leave

Make the appointment before the earlier deadline, verify which documents are originals, and take the title paperwork, required forms and current insurance details. If the title is held electronically or by a lender, contact MVC before arriving to confirm the release path. Keep the appointment confirmation and any lender correspondence.
