I moved to Fargo, North Dakota: what do I need to register my car?

A move to Fargo creates two deadlines that are easy to mix up. North Dakota’s Highway Patrol FAQ says a vehicle must be registered when residency is established or employment is accepted, whichever comes first. The same state FAQ says that, in ordinary cases, a person is considered a resident after living in North Dakota for 90 days; it lists exceptions for nonresident students, tourists and members of the armed forces, and says full-time students and military personnel are exempt from registration if they keep valid home-state plates displayed. The state does not describe 90 days as a universal grace period for every driver: accepting a job may trigger the registration duty sooner. Ask the Motor Vehicle Division if your work or residency situation is unusual.

The driver-license rule is separate. NDDOT says an eligible new resident may use an unexpired noncommercial license from another state for 60 days after becoming a North Dakota resident. That allowance does not extend the vehicle-registration trigger. Begin both processes promptly, and do not assume a registration deadline from another state applies in Fargo.

Assemble the title file before you travel

The state’s new-resident checklist calls for a completed and owner-signed Application for Certificate of Title and Registration, form SFN 2872, proof of legal name and the out-of-state title. For legal-name proof, the FAQ lists an out-of-state or North Dakota license, a passport or government-issued photo ID. If a lender holds the title, North Dakota asks for the completed application with the lienholder’s name and mailing address and a copy of the current out-of-state registration. Because lender-held titles need extra information, call the Fargo branch first and have the lender ready to respond if the Motor Vehicle Division requests title or lien confirmation. Keep copies of every document you submit.

If that registration is missing, the state directs applicants to contact a local motor-vehicle office for case-specific instructions. Titles from certain states and jurisdictions may trigger North Dakota excise tax on the vehicle’s current market value; the FAQ says qualifying motor-vehicle excise, use or sales taxes already paid at purchase are credited. The $5 title-transfer fee is separate from registration charges, which vary with vehicle year and weight.

Appointments take priority, though walk-ins are accepted, and branch fees apply. NDDOT offers booking online or at 1-855-633-6835. Call before visiting if a bank holds the title or a document is missing; resolving the lienholder’s paperwork first can prevent a second trip.
