Build the file around the out-of-state title

Start with the original title issued by the previous state, showing ownership in your name, and a signed Missouri Title and License Application, Form 108. If the previous state uses an electronic title or you cannot locate the paper copy, ask that state’s titling agency what ownership evidence it can issue. Missouri’s new-resident checklist and titling page explain which alternatives may be accepted.

When a lender holds the title, contact it early. Missouri asks owners to complete the owner and vehicle sections of Form 5834 and send it to the lienholder. If the lender will not release the document, the state describes a separate route involving the lender’s signed statement and specified proof of title. In that situation, an applicant may receive a one-year registration but not a Missouri title, and that registration cannot be renewed until the out-of-state title reaches the department. A routine office visit without the lender’s paperwork can therefore leave the central issue unresolved.

Expect identity, odometer and county records to be checked

Missouri requires an identification-number and odometer inspection for a vehicle previously titled in another state. A Missouri safety inspection can satisfy that verification requirement. The application also calls for current proof of financial responsibility and documentation from the county assessor showing that personal-property taxes are paid or that no assessment is due. For a new resident, the department identifies a statement of non-assessment from the county of residence, or St. Louis City, among the required documents.

Safety and emissions inspections are separate questions. The DOR says a safety certificate must generally be no more than 60 days old when required. A vehicle in St. Louis City or Jefferson, St. Charles or St. Louis County may also need an emissions certificate, subject to applicable exemptions. The published safety exemption covers vehicles within the first ten years after model year that have fewer than 150,000 miles; the agency’s example says a 2023 vehicle under that mileage threshold remains exempt through 2033. Confirm eligibility against your model year, odometer and address rather than assuming an inspection from the former state transfers.

Budget for registration and possible tax differences

The DOR lists an $8.50 title fee and $9 processing fee, while plate and registration charges depend on taxable horsepower or vehicle weight. Taxes require a closer look: if you owned and operated the vehicle in another state for at least 90 days before Missouri titling and registration, the state says no additional sales tax is due. If ownership is under 90 days and tax paid elsewhere is below the Missouri state and local amount, the DOR says to provide proof and pay the difference. Keep the prior registration and tax receipt with the title file so the dates and payment can be documented.

Before the 30-day window becomes urgent, assemble the title or lender evidence, Form 108, inspection results, insurance card, county tax statement and prior tax records. Use the DOR’s new-resident page to check the current packet and ask the license office about any unusual title or lien situation before relying on a generic checklist. A driver’s-license change is a separate transaction; completing it does not itself title or register the vehicle.
