How to Start at City College of San Francisco: Tuition, English Classes and Campus Programs

Admission steps, residency-based costs, Free City, aid, English classes and the differences among CCSF’s active teaching sites.

At City College of San Francisco, choosing a community college means more than comparing a program list. Students also need to know which address hosts a class, how residency changes the bill and whether aid covers anything beyond enrollment tuition. CCSF combines transfer study, career education and adult learning, but its campus network is changing. This guide puts the application, budget and campus decisions in a useful order before you submit a form or cross the city.

Start with CCCStart

Since September 22, 2026, CCSF has routed new credit applicants through CCCStart, California’s statewide community-college application platform. Begin with an OpenCCC account, then provide the personal, contact, education and residency details requested. CCSF describes general admission as open access; that does not mean every selective program admits every applicant automatically. Nursing and some clinical pathways have prerequisites, separate steps or limited seats. After the application is submitted, students check identity and next steps, complete the recommended orientation, establish English or math placement when required, apply for aid and register through myRAM. CCSF’s application and new-student checklist links to the current entry point.

The move to CCCStart is recent. A Spanish-language interface is not yet published, though the college offers phone and chat support in English and Spanish. Applicants unsure about residency, school records or a selective major should ask before abandoning the form; those details can determine which documents or pathway apply.

Tuition by unit—and what “Free City” actually pays

The published California-resident enrollment rate is $46 per semester unit. A 15-unit course load totals $690 before health, web, student-representation and activity fees, books or materials. For students who are not California residents, the rate effective Summer 2026 combines $409 in nonresident tuition with the $46 enrollment fee, or $455 per unit. Fifteen units therefore total $6,825 before other charges. These figures make a planning comparison, not a final bill: labs, equipment and course materials can add costs. Check CCSF’s current tuition and fee table against your residency and schedule.

Free City can cover the $46 enrollment fee per unit for San Francisco residents who meet California-residency rules or qualify for an exemption such as AB 540. The published steps are to apply to California Community Colleges, register in myRAM and complete the Free City question during registration. Some eligible students who also qualify for California College Promise Grant and FAFSA or California Dream Act may receive a $46-per-unit cash grant. The word “free” does not necessarily remove the rest of the bill: health, technology, representation, activity, books and material charges may remain. CCSF’s Free City page explains eligibility and exclusions.

Financial aid and scholarships

A FAFSA or California Dream Act Application lets the financial-aid office assess eligibility for federal, state and institutional support. Pell and FSEOG depend on financial need, satisfactory academic progress and other conditions; awards can change with enrollment intensity and cost of attendance. California College Promise Grant may waive enrollment fees for students who qualify. Submitting an application does not guarantee a particular award, so compare the offer letter with program charges before accepting a loan.

CCSF also posts institutional opportunities through ScholarshipUniverse: general, department, selective and outside scholarships, each with its own GPA, credit, field-of-study or financial-need rules. Completing a profile and checking the current term’s call is more reliable than assuming one award will fund every year. The college’s financial-aid office explains FAFSA, Pell and FSEOG; its scholarship office lists active applications.

If you are still learning English

Students who want to build English before joining a regular credit class can begin with noncredit ESL. CCSF offers free noncredit courses to California residents, subject to enrollment and availability. Its published steps are to file a noncredit application, obtain a student ID, complete guided self-placement and choose a section in myRAM. Classes can be in person or online. These courses build language skills but do not by themselves count toward a degree. Students seeking a certificate, associate degree or university transfer can later move into credit ESL and general courses with placement guidance and advising. CCSF’s noncredit ESL steps describe the process and available application formats.

From short certificates to two-year degrees

CCSF lists more than 250 degrees and certificates across academic and career communities: arts and media, business, communication and languages, early-childhood education, health and safety, science and technology, society and culture, and trades. Options range from short workforce certificates to multi-term credentials, associate degrees and transfer pathways. Time depends on the major, prerequisites, a student’s course load and how often a class is offered. As a benchmark, many associate and transfer degrees require at least 60 semester units, along with general education, major courses, a minimum GPA and residency requirements. At 15 units each fall and spring, 60 units would amount to four semesters; summer classes, prior ESL study, work schedules, unavailable sections or clinical placements can change the timeline. CCSF’s degrees and certificates page links to the catalogue; its graduation requirements give the unit rules for each route.

Five active teaching sites—and two schedule cautions

The Fall 2026 schedule shows in-person classes at five sites: Ocean Campus, the broadest service hub; Chinatown/North Beach Center, with day, evening and weekend options; Evans Center, focused on trades and workforce training; John Adams Center, centered on health and public safety; and Mission Center, which blends credit classes, English and adult education. A program can use more than one address. Consult CCSF’s class schedule and confirm the building for the specific section before travelling.

Read the college’s location pages carefully because some retain older information. CCSF stopped scheduling classes at Downtown Center effective July 1, 2026, according to its official labor-impact agreement. The Southeast Center page still describes that site as temporarily closed. Neither is presented here as a current teaching location. An address may continue to have another administrative role, but the course calendar is the reference for deciding where to study.

A college that began in borrowed classrooms

San Francisco Junior College opened in August 1935 with classes in borrowed facilities and soon taught at numerous sites around the city, giving it the nickname “Trolley Car College.” The permanent Ocean Campus began operating in 1940; the district became independent in 1970, and its adult-education and occupational division merged into the college in 1990. That history still shapes the institution: a large campus in the southwest and teaching centers embedded in different neighborhoods. The most practical way to turn that network into an opportunity is to choose a program and course type first, estimate the net cost, then confirm the classroom, location, requirements and route.

Bottom line

Check current details and choose according to your budget, time and way of travelling.
