In southeast Washington, the Shannon Place American Job Center connects job seekers with services from the District’s Department of Employment Services (DOES). The office at 2201 Shannon Place SE offers workshops and resources for using DC Networks, the local job-search platform, along with career guidance, résumé help and interview preparation. It also brings support closer to residents of Southeast, including the Congress Heights area, but there is an important practical rule: in-person service is by appointment only. The published central number is 202-724-7000, although DOES says that line cannot book in-person appointments.

The most substantive public assessment we found is not a collection of reviews but an official survey of DOES centre users across the District, included in the 2023–24 statewide needs report. Among 103 people who said they had gone to seek a job, 69 — 67% — said staff had not helped them find employment. In a separate question, 34% described staff as somewhat helpful and 28.1% as very helpful. The sample covers District centres and does not identify Shannon Place separately; it records respondents’ reported experiences, does not by itself prove a legal violation and may not describe current service. Even with those limits, the figures raise a legitimate public question about follow-up and results, and DOES itself publishes a formal complaint and hearing process for WIOA programmes.

If an issue arises while you are enrolled in a WIOA programme, DOES says to report it to the centre manager or case manager within five days; if it is not resolved, you can submit it in writing to the administrative officer within ten days. Discrimination has a separate route and a general 180-day deadline. Keep messages, dates and names. These public services offer guidance, not a job guarantee; never pay an intermediary that promises to secure a vacancy.
