About City College of San Francisco — Free City Program
Free City is a partnership between City College of San Francisco (CCSF) and the City and County of San Francisco. In practice, it lowers the cost of taking credit courses at CCSF for qualifying city residents. The college says the tuition benefit has no income limit, but that does not erase every student charge or make the program portable to any university.
New students and people returning after more than two semesters first apply for CCSF admission. They then register for courses in myRAM and answer the Free City question shown during registration. Applicants must live in San Francisco and qualify for California resident tuition or an eligible nonresident exemption, such as AB 540 and other pathways listed by CCSF. The next screen reports the eligibility result.
Free City covers the per-unit enrollment fee for credit courses, currently listed by CCSF as $46 per unit for resident students. It does not automatically pay the health fee, web registration, student representation, student activities, or materials for some classes. Check every charge in the account before confirming courses. If a class is dropped after the full-refund deadline, the student may have to repay the covered amount.
There is also a Free City Cash Grant. To receive this $46-per-unit payment, CCSF says students must qualify for Free City and for the California College Promise Grant (CCPG), using FAFSA, the California Dream Act application, or the CCPG form. CCSF says the grant is usually distributed in two payments and may first be applied to outstanding charges. It is different from the waiver that cancels the enrollment fee.
The Free City page explains registration; if the form does not appear, contact the coordinator or Admissions and Records. For a realistic budget, add fees not covered, books, transportation, and course materials. The Free City profile explains the city-backed myRAM process, and CCSF’s financial-aid office can explain how it interacts with FAFSA, CADAA, and CCPG.
The benefit is tied to one institution; moving to another city does not transfer it to a different campus. Residents elsewhere should ask their community college about the California College Promise Grant, Cal Grant, and local options. If you meet the criteria but see a full bill, keep a screenshot of registration, your schedule, and the eligibility response so the college can review the record.
