San Francisco offers city-backed assistance for people taking credit courses at City College of San Francisco (CCSF). Free City may cover the enrollment fee for residents who meet California residency rules or qualify for an exemption. It is not a nationwide scholarship and does not automatically cover the full cost of college: the benefit is tied to CCSF and excludes some charges.
CCSF says there is no income cap for the enrollment-fee benefit. The basic requirements are living in San Francisco and qualifying for California resident tuition or an accepted nonresident tuition exemption, including AB 540 and other pathways listed on the official page. The benefit applies to credit courses; students in noncredit classes should confirm the relevant programs and charges separately.
There is no separate city portal application. A new student first applies for CCSF admission, then registers in myRAM and completes the Free City question displayed during registration. The next screen reports eligibility. If the form does not appear, the college says to contact the program coordinator in Admissions and Records/Registration. Students returning after more than two semesters may also need to reapply for admission.
Free City covers the $46-per-unit enrollment fee shown in CCSF’s current fee table. It does not remove the health, web-registration, student-representation, student-activities, or some course-material charges. Dropping a class after the full-refund deadline may require repaying what the program covered for that course. Before budgeting, check the class schedule, myRAM balance, and each course’s drop date; short classes may have different dates.
Some students may also receive a Free City Cash Grant of $46 per unit after qualifying for both Free City and the California College Promise Grant. The aid application may be FAFSA, California Dream Act, or the CCPG form. CCSF says it usually distributes the grant in two payments and may apply funds to outstanding fees first. This additional grant is separate from the tuition waiver.
The Financial Aid Office is at Ocean Campus, Student Success Center, Room 1122. CCSF lists 415-239-3577, financialaid@ccsf.edu, and fall hours that vary by day. The Free City profile summarizes the myRAM step; the Financial Aid profile lists the office for case questions. If you live outside San Francisco, ask your own campus about state aid: this city benefit does not travel with the student.

Information checked against official sources on October 12, 2026. Criteria, forms, and amounts refer to the named year; final decisions depend on the agency and institution. Confirm the term’s requirements before enrolling, paying fees, or filing a tax return.
Check residency and the myRAM balance first: Free City covers the per-unit enrollment fee, not every college charge.
