About NC Promise Tuition Plan — University of North Carolina System

NC Promise reduces in-state tuition to $500 per semester at four North Carolina public universities: Elizabeth City State University, Fayetteville State University, UNC Pembroke and Western Carolina University. For nonresidents entering from 2026 onward, the system lists $3,500 per semester. It is not a separate scholarship application or a promise that college costs only $1,000 a year: it is a tuition rate, and the full bill includes other items.

The difference between tuition and cost of attendance is essential. The Board of Governors approved 2026–27 tuition and fees; room, meals, transport, books, insurance and program charges may be added, while federal and state aid are calculated separately. Before choosing a campus, request its current cost of attendance for your status—in-state or out-of-state, on-campus or commuting—and ask which fees are mandatory. A low tuition figure alone is not enough to compare annual net cost.

NC Promise may coexist with other aid, but its effect on Pell, Next NC or campus scholarships depends on cost-of-attendance limits and how the awards appear in the aid letter. Student discussions of “free tuition” repeatedly ask what fees remain and whether Pell is added or adjusted. CFNC says Next NC combines Pell and state aid into one package. Do not assume two advertised amounts stack in full; ask the financial-aid office for a written estimate using your FAFSA and credit load.

The UNC System publishes student testimonials describing how the lower rate helped them choose a nearby university, work less or borrow less; these are institutional stories, and each student’s finances differ. The plan does not make housing or meals free, and residency or campus changes may alter the rate. Compare four years of tuition, fees and everyday costs, consider summer terms and transfer plans, and ask what happens if you drop a course or change programs.

Do not confuse NC Promise with Next NC: Next NC requires FAFSA and screens for household income, SAI, Pell eligibility, residency and credit load; NC Promise publishes a tuition rate at four institutions. The selected university’s admissions and aid office confirms charges and financial support. The UNC System administrative office is at 223 South West Street, Suite 1800, Raleigh; its main number is 919-962-1000. Request the full program cost and keep the written estimate with your aid offer before accepting.

In brief

In-state tuition of $500 per semester at four campuses; nonresidents entering from 2026 pay $3,500 per semester. The tuition rate is not the full cost of college
