About Montana Promise Grant — Montana University System, Office of the Commissioner of Higher Education

The Montana Promise Grant is state aid for residents pursuing two-year study at a community college, tribal college or two-year Montana University System campus. It does not cover every program or university equally: coursework must lead to transfer as at least a second-year student, an associate degree or a professional credential. Students must enroll at least half-time and file FAFSA each year. Campuses handle individual awards, so the first call should be to the college’s financial-aid office rather than a private scholarship service.

The system’s operating procedure, revised August 18, 2025, sets the grant at $500 per semester for 6–11 credits and $1,000 at 12 or more credits. It is limited to fall and spring; campuses award funds based on FAFSA until they run out, and one semester’s award does not guarantee the next. The document also requires Montana residency, a high-school credential or equivalent, no prior associate degree and no credits beyond the program’s permitted total, plus satisfactory academic progress. Under that procedure, students must receive the maximum Pell amount prorated for their credit load. Ask the campus how it calculates that maximum and review your Student Aid Report.

There is a precision issue to resolve before relying on the grant: the MUS operating procedure does not match the 2025 state statute word for word. The law lists 12 months of prior residency, a 2.5 high-school GPA, acceptance of all available federal and state grants, and renewal conditions including a 2.7 college GPA and eight hours of community service each semester. The 2025 operating PDF instead refers to residency under Board of Regents policy, maximum prorated Pell and satisfactory progress, and does not repeat those GPA and service conditions. We cannot assume one source overrides the other. Ask your campus financial-aid office to identify in writing which current rule applies to your institution and cohort, and contact OCHE if answers conflict.

To apply, submit FAFSA for the correct academic year, complete any verification and speak with financial aid before campus funds are allocated. The operating document does not show one statewide application deadline; each college sets its priority date and administers awards. Ask whether your program qualifies, whether your load falls at 6–11 or at least 12 credits, what counts as satisfactory progress, when the credit will post and what happens if you change campuses. The grant is not transferable between institutions and the document covers fall and spring, not summer. Budget separately for fees, books, travel and housing.

Public student discussions about college aid show why the full bill matters: in a broad 2023 thread, students described account balances changing when credit loads or charges changed and asked when aid would post. They were not discussing Montana Promise, so their posts cannot predict a campus decision. They do support requesting a written breakdown of reported credits, Pell applied, state grant and remaining due amount. The Montana University System Office of the Commissioner of Higher Education is at 560 North Park Avenue, Helena, MT 59620-3201; general phone 406-449-9124. For individual eligibility, start with your college’s financial-aid office.
