Montana Promise Grant: eligibility, credits and community-college application

Check Pell eligibility, credit load, semester amounts and a discrepancy between statute and operating rules to resolve with your campus.

If you live in Montana and plan to begin college at a two-year institution, the Montana Promise Grant may help with the first stage of higher education. It is limited to community colleges, tribal colleges and two-year Montana University System campuses; the program must lead to transfer, an associate degree or a professional credential. Enrollment in any class is not enough: you must take at least six credits and follow an eligible program. The campus awards the grant and may run out of funds, so ask before assuming you will receive it.

MUS’s operating procedure, revised August 2025, lists $500 per semester for 6–11 credits and $1,000 at 12 or more, for fall and spring only. It requires Montana residency, a high-school credential or equivalent, FAFSA each year, maximum Pell prorated for credits and satisfactory academic progress. It also limits progress to 60 credits or the credits required for the associate degree pursued and excludes students who already earned an associate degree. The grant cannot transfer between institutions, and receiving it in fall does not reserve spring funds.

Before applying, file FAFSA and ask the campus aid office about its priority date, how it verifies residency, which credit load it will use and whether your program meets the accepted outcomes. The operating procedure does not provide a single statewide deadline; awards are based on FAFSA until funds are exhausted. Ask how maximum Pell is prorated to your enrollment, which courses count toward the credit limit and when the grant should appear on your bill. Budget separately for fees, books, transportation and housing; the Montana Promise amount is not the same as the full annual cost.

We found an important discrepancy between two official sources. MUS’s 2025 operating PDF requires maximum prorated Pell, residency under Board of Regents policy and satisfactory progress; Montana’s 2025 statute also lists 12 months of residency, a 2.5 high-school GPA, acceptance of all federal and state grants, and renewal conditions of a 2.7 college GPA plus community service. This guide cannot decide which updated rule controls each applicant. Ask your campus to identify the current rule for your institution and cohort, and keep the answer in writing before declining other aid or choosing a course load.

Student discussions about Pell at community colleges include confusion when balances change as credits or aid processing change. We did not find a sufficiently specific public account of Montana Promise to present as a program testimonial, so we do not attribute those stories to this state grant. The practical step is to request an explanation of each line: credits reported, Pell, Montana Promise, charges and amount due. The Office of the Commissioner of Higher Education is at 560 North Park Avenue, Helena, MT 59620-3201, with general inquiries at 406-449-9124; the campus financial-aid office evaluates individual eligibility.

Bottom line

Compare the options and confirm eligibility and deadlines directly with the program before applying.
