What services does Colombia’s Houston consulate provide, and how do residents of Texas, Oklahoma, Arkansas and Louisiana book appointments?

Houston serves Colombian nationals across four states. We review its jurisdiction, which procedures require appointments, how fall 2026 mobile sessions work and what to check before a long trip.

A consular appointment can mean hours on the road when the competent office is in another state. For Colombians in Texas, Oklahoma, Arkansas and Louisiana, the Consulate General of Colombia in Houston is the territorial reference: the Foreign Ministry itself lists these four states as its district. That does not mean every city has a permanent office; the consulate is based in Houston, while service elsewhere is announced as mobile sessions with their own dates and capacity.

The official address is 5599 San Felipe Street, Suite 600, Houston, Texas 77056. The hours page lists the information line, +1 346-204-4664, Monday to Friday, 9 a.m.–2 p.m.; a separate line handles information about detainees, and the emergency WhatsApp is expressly limited to urgent situations and messages only. Those phone hours should not be mistaken for universal in-person or appointment hours. Most procedures require an appointment; the exact Google Maps listing for the same consulate confirms the address, website and local phone.

The official catalogue covers passports, national ID cards, identity cards, civil registrations, minors’ exit permissions, powers, authentications, certificates and other acts. The requirements page separates procedures handled without an appointment—including document collection, life certificates and certain copies of civil registrations completed there—from those requiring booking, such as passports, national IDs, birth or marriage registrations and notarial acts. That list is the first filter; each procedure page then specifies who must appear, which identification to show and which originals to bring. Do not assume one procedure’s paperwork will work for another.

Houston says ordinary appointments are released in its system from about 4 p.m. local time: Fridays for the following business week and other weekdays for the next working day. The tutorial says that if the system displays “no hours in the month,” that release has filled and availability will be opened again on the next business day. Booking is free. The consulate exempts people over 65 and people with disabilities who live in its district from appointments for their own personal procedures; separate procedure-specific exceptions also exist, so read the complete list before travelling.

The distance across four states makes the mobile consulates especially useful. As of October 18, 2026, the official portal listed a session in New Orleans on October 24–25, Springdale, Arkansas, on November 7–8, and Dallas on November 14–15. These are dated notices, not a permanent calendar: the page warns dates can change and access depends on registration. Collection rules also differ by mobile city: transfer of identity cards and passports to certain Texas locations is handled differently from other sessions, and passport transfer may need to be requested in advance. Individual confirmation takes precedence over any calendar reproduced here.

Remote service also has limits. Houston says residents more than 50 miles away may request passport delivery under specified conditions, using a prepaid tracked envelope; FedEx is not accepted for that procedure. Collecting documents at the office requires identity and fingerprint checks. These examples show why a general guide cannot replace the exact procedure page: the document, city and channel can change the steps.

On Google Maps, the exact listing includes recent accounts mentioning mobile sessions, courteous staff and quick handling of particular procedures, alongside other individual experiences. To guide readers without treating a review as a guarantee, the useful point is what these comments help visitors prepare for: appointments, documents and alternatives for those travelling from far away recur in the feedback. The official calendar and procedure pages determine actual availability; arrive with confirmation, recheck requirements the day before and do not buy appointments from intermediaries.

The combination of broad jurisdiction, appointment-based service and travelling sessions gives Houston a regional reach, but a mobile event is not a branch office. Bottom line

The safest way to plan a Houston consular visit is to start with the procedure, not simply show up: confirm whether an appointment is required, check original-document requirements and distinguish a mobile session from the permanent office. The consulate serves four states and publishes information lines, requirements and dated notices. For residents far from Houston, a mobile session or collection of a transferred document may avoid a second trip, provided the current notice allows it.
