About Oregon Student Aid Application (ORSAA) 2027–28
The ORSAA lets some Oregon residents seek state and institutional aid when they cannot complete FAFSA because of immigration or family circumstances. HECC confirms that the 2027–28 FAFSA and ORSAA have been open since October 2026. They are not interchangeable versions for every student: citizenship and immigration status determine which form applies.
Oregon Student Aid says ORSAA may be used by residents who are undocumented, have DACA or Temporary Protected Status, hold a valid U visa, or belong to mixed-status families. It should not be used by a U.S. citizen, an eligible noncitizen with an Alien Registration Number, or an international student in the U.S. on a valid visa. When uncertain, the state offers a short tool to guide the choice, but the agency should resolve individual cases.
The information is used to consider aid such as the Oregon Opportunity Grant, Oregon Promise, and need-based OSAC scholarships. The agency says ORSAA data are not available in the FAFSA Plus+ tracking system, an important operational difference for schools monitoring federal forms. Filing the state application does not automatically award a scholarship and does not replace admissions applications or additional program forms.
Before submitting sensitive information, review the official security guidance, use only the state portal, and keep the confirmation. The 2027–28 application is available, but individual aid deadlines can differ and some awards depend on available funds. Contact the chosen college’s financial-aid office to verify receipt and ask which additional documents it needs to evaluate the application.
