California Community Colleges Chancellor’s Office — Student Financial Assistance
The state office publishes CCPG forms and cycle-specific income charts. It does not decide individual student files; each community college determines eligibility and applies the waiver.
About California Community Colleges Chancellor’s Office — Student Financial Assistance
The California College Promise Grant (CCPG), formerly the Board of Governors Fee Waiver, waives enrollment fees at California’s public community colleges. The California Community Colleges system sets the framework, but each college receives the application, reviews evidence, and applies the waiver. The state office is therefore a source for rules and forms, not a counter that can decide an individual file.
The statewide manual says the grant removes the system enrollment fee; it is not cash paid to the student. In general, it does not cover books, transportation, housing, class materials, health fees, or other campus charges. Review the student account even after approval: a tuition waiver does not always make the entire balance zero.
There are several eligibility routes. Type A is tied to certain public benefits; Type B uses base-year household income and family size; Type C is based on financial need documented through FAFSA or the California Dream Act. For 2026–27, the official Type B chart sets, for example, $48,225 for a four-person household and adds $8,250 for each additional family member. The amount refers to the application’s base year, which may differ from current income.
Students who do not want to file FAFSA can ask their campus whether it accepts a standalone CCPG application. The state portal lists English and Spanish forms for 2026–27. Submit the form to the college financial-aid office, not to the Chancellor’s Office; supporting records may be requested, and each campus publishes its own delivery instructions.
Approval also depends on satisfactory academic progress. The college explains its policy, and students should read probation notices, appeal dates, and evidence requirements if illness, a financial change, or another documented circumstance interrupted their studies. Do not confuse “Promise” with “Promise Grant”: CCPG is the statewide community-college fee waiver.

Who it serves and what it can cover: The state office publishes CCPG forms and cycle-specific income charts. It does not decide individual student files; each community college determines eligibility and applies the waiver.
How to apply or get help: The state unit publishes an email but no service hours for individual files. Students submit and resolve awards through their community college’s financial-aid office. For case-specific questions, contact the program or financial-aid office named on its official page.
