About Office of Community Wealth Building — East End Career Station
In Richmond’s East End, the Career Station at 701 N. 25th Street is the city’s entry point for employment services and economic mobility support. It is run by the Office of Community Wealth Building (OCWB), which provides career guidance, job readiness, adult education, vocational training, work-based learning and referrals at no cost. Services are aimed at Richmond residents aged 18 and older, with programmes for workers aged 55 and over, veterans, unemployed or underemployed people, and people returning to the community after incarceration. That local eligibility matters: living in the wider metropolitan area does not necessarily mean you live within the city.
Registration includes a step that is easy to miss: applicants complete the MyOneFlow registration and then open the activation link sent to their email; the city says registration is not complete until that message is confirmed. From there, you can ask about coaching, training, work-based learning and support for barriers such as transport or childcare. OCWB’s FY2025 annual report attributes 90 job placements and an average wage of $19.46 an hour to Career Services. That is a programme-reported result for that fiscal year, not a promise of placement or a rate that applies to every applicant. The city lists 804-646-6464 and general hours of 8:30 a.m. to 5 p.m.; call to confirm an appointment and which documents you need.
Assessing a service also means knowing how to put a concern on record. The city page provides a contact number, and anyone participating in a WIOA-funded service can ask for the applicable grievance procedure: Virginia requires a local process, an opportunity for informal resolution within 60 days and, as a general rule, a written complaint within 30 days of the alleged violation. Not every city programme is necessarily covered by that rule, so confirm its funding and ask for the rights notice when you enrol. We did not find a public user rating clearly tied to this office or a satisfaction report specific to it; the latest verifiable measure we found is the annual placement result. The help is free: be wary of anyone asking for money upfront in exchange for a vacancy, and verify every offer with the employer.
