About Community College Guarantee — Michigan Achievement Scholarship

The Community College Guarantee is the Michigan Achievement Scholarship pathway for a certificate or degree at a Michigan community or Tribal College. It can cover in-district tuition, contact hours and mandatory fees; students eligible for Pell may receive an additional $1,000 Michigan Achievement Bonus for other education costs. “Tuition-free” should not be read as “no cost at all”: housing, food, transportation, books and personal expenses may remain, and out-of-district tuition is calculated differently.

The community-college path does not use the $30,000 SAI ceiling applied to the four-year university route. It is still not automatic: students must complete FAFSA, have lived in Michigan since the previous July 1 (and, if dependent, their parent must also meet the residency rule), be a U.S. citizen, permanent resident or approved refugee, and have graduated or earned a high-school equivalency in 2023 or later. They must also enroll full-time as defined by the college, start within fifteen months of graduation, meet satisfactory academic progress and not be in default on a federal loan.

Begin with annual FAFSA; there is no separate Community College Guarantee form. Confirm that the college participates and ask financial aid how many credits count as full time and whether you are classified in-district. For spring graduates, the state lists fall 2026 as the latest start for the class of 2025 and fall 2027 for the class of 2026. Students graduating at another time should calculate their personal fifteen-month window with the college. The state manual also lists August 6, 2027 as the final day to become eligible for 2026–27; ask how the campus coordinates this with FAFSA receipt and enrollment.

Renewal may continue for up to three years at a community or Tribal College, with annual FAFSA, Michigan residency, full-time enrollment, earned credits and satisfactory academic progress. If you later transfer to finish a bachelor’s degree, the scholarship may continue for up to five combined years, subject to eligibility and program limits; do not assume the clock restarts at transfer. Ask for a term-by-term statement showing district tuition, contact hours, mandatory fees, other scholarships and remaining costs before accepting a loan. The actual offer depends on campus rates and the aid applied to your account.

In June 2026, Michigan forum participants described the program as a way to reduce tuition while asking what happens to supplies, rent and other charges. Those comments do not establish the price at every college. Use the state rules and ask the campus for a semester budget that lists what is covered and what you would pay. If the award is missing, check MiSSG and ask the college to confirm FAFSA receipt, verification, residency, full-time credits, graduation window, district rate and certification date. That calculation is more useful than assuming the word “free” means a zero-dollar bill.
