About College Opportunity Fund (COF) — Colorado
The College Opportunity Fund (COF) is not a cash scholarship. It is a state stipend that pays part of undergraduate tuition for students classified as Colorado residents at participating institutions. The state pays the college directly for each eligible credit hour; the money is not deposited for books, meals or rent. On a bill, it should appear as a tuition adjustment that lowers the amount due for covered courses.
The process has two steps students often confuse. First, submit a COF application online; it is generally completed once. Then authorize the college to use the stipend, usually during registration or in the student portal. Colorado resident-tuition status and undergraduate coursework are central conditions, although the rules describe exceptions. Admission alone does not mean that the student has authorized the benefit.
The per-credit amount changes when set by the General Assembly, so confirm the current award year rather than budgeting from an old flyer. CU Boulder recommends applying early because systems can take time to reflect authorization; its dates are for Boulder, not every Colorado college. If the bill does not show COF, check both application and authorization status, eligible courses and residency classification.
In an August 2026 Pikes Peak State College thread, a student asked what to do because manual authorization was not ready before classes; another described seeing the tuition adjustment after authorizing. That is one campus experience, not an official processing timeline or a promise of late application. It is a reason to save confirmation, contact the cashier and registrar, and ask whether you can attend while the account is corrected and what the payment or withdrawal deadline is.
COF may sit alongside other aid, but it does not replace FAFSA, CASFA or need-based grants. Compare gross tuition, the stipend line, mandatory fees and the resulting balance. The fund lists (720) 264-8553 for program help; your college controls course registration and billing. If you transfer or your residency classification changes, confirm which application information carries over and what must be authorized in the new portal.
