About South Carolina HOPE Scholarship — Commission on Higher Education

South Carolina HOPE is a state merit scholarship for resident students entering as freshmen at an eligible four-year institution who do not qualify for LIFE or Palmetto Fellows. The state Commission on Higher Education says it is awarded for the freshman year only. Published regulations require, among other criteria, a minimum 3.0 GPA calculated under South Carolina’s Uniform Grading Policy, state residency at high-school graduation and college entry, and full-time enrollment. It is not based on household income.

A useful planning distinction is that HOPE is a one-year starting opportunity, while LIFE may support several years if academic and credit requirements are met. The state page does not say that a student who loses HOPE automatically receives LIFE: the student must meet LIFE criteria after the first year, and the campus reviews the record. GED and home-school applicants have specific rules; graduation documents, converted GPA and residency evidence can matter. Ask the school counselor how the record will be reported to the college aid office.

The institution determines eligibility, notifies students and sets its own dates for transcripts and certifications. Regulations describe up to two terms during the freshman year and rules that can change with enrollment, transfer, remedial courses or extraordinary circumstances. CHE’s current overview does not publish an updated 2026–27 amount, so this guide does not repeat historical figures as a promise. Ask the campus what appears in the award letter and whether it applies to tuition, fees, books or other cost-of-attendance items.

In public discussions, high-school students and families ask whether HOPE is a “lower tier” version of LIFE, whether changing an address establishes residency and how a scholarship package fits the net price. A 2026 post from an out-of-state student also describes different cost estimates and a campus award that still left housing and meals to pay. These are individual experiences; residency follows state rules and the college decides the award. Request a written calculation instead of making residency decisions based on forum advice.

Do not confuse HOPE with Pell or the South Carolina Need-based Grant: HOPE is merit aid for first-year students at four-year institutions, while the need-based grant requires FAFSA and is administered by eligible public campuses. CHE publishes participating schools, regulations and contact details at its Columbia office: 1122 Lady Street, Suite 400; scholarship coordinator, 803-856-0609. Before accepting enrollment, confirm that the college participates, ask when it needs your transcript and request the difference between the scholarship and your full annual cost.
