About Tuition Assistance Program (TAP) — New York State HESC
TAP is a New York tuition grant, distinct from a loan and from the Excelsior program. HESC lists a maximum of up to $5,665 for academic year 2026–27; an individual award depends on taxable income, household situation, tuition and other rules. It can reach full-time and part-time students and some non-degree workforce-credential routes, so choosing the right program when starting the application matters.
HESC’s 2026–27 page lists June 30, 2027 as the deadline. Students who qualify for the FAFSA apply for TAP through FAFSA and can complete the linked TAP application if they did not submit it there; students who meet New York’s immigration-related criteria can review the NYS DREAM Act route. Eligibility and calculations vary: HESC sets different income limits for dependent, married and independent students, and the college certifies enrollment and costs. Do not assume TAP covers housing or the full cost of college.
TAP can also work with Excelsior, but students do not receive two full tuition payments: TAP is applied first and can reduce the balance Excelsior covers. Ask the college for a written estimate of the net aid package. The Higher Education Services Corporation answers questions at 1-888-697-4372, Monday to Friday, 8:30 a.m.–4:30 p.m. except holidays; its portal lets students review accounts, documents and the selected campus. Confirm each cycle’s dates because other state scholarship deadlines may differ.
