In New York, Excelsior and TAP can reduce tuition, but they are not identical scholarships and neither automatically pays the full cost of college. HESC administers both programs and requires different applications and checks. Excelsior is tied to SUNY and CUNY and works after other eligible aid; TAP is calculated as a tuition grant based on the student’s circumstances. The useful first questions are which campus, household income and credit load apply to your case.
Excelsior set a $125,000 household-income limit for 2026–27, requires New York residency and full-time undergraduate study. It also requires at least 30 applicable credits a year and continued academic eligibility. Pell, TAP and other tuition aid are deducted before Excelsior is calculated; the award does not necessarily cover housing, meals or every fee. The program includes an obligation to live and work in New York for a period equal to the number of years the scholarship was received.
TAP can provide up to $5,665 for 2026–27, according to HESC, and its published deadline is June 30, 2027. Income limits vary for dependent, married and independent students; eligible applicants can also use the NYS DREAM Act route. HESC said the deadline for new 2026–27 Excelsior applicants was August 31, 2026. Students considering 2027–28 should watch for the official opening rather than assume they can already submit the next cycle’s form.
Prepare the FAFSA or the applicable application, confirm your campus and ask its financial-aid office for a written estimate of net cost. Check HESC for account and document updates; student support is 1-888-697-4372, Monday to Friday, 8:30 a.m.–4:30 p.m. except holidays. Before accepting Excelsior, read the post-award residency and work condition; before counting TAP, verify that HESC and the college have accurate information. Tuition aid can leave other costs uncovered, and the final combination depends on each student.
Compare the options and confirm eligibility and deadlines directly with the program before applying.
