About Transport Focus

Transport Focus, the independent watchdog for transport users in the UK

Transport Focus is a non-departmental public body, sponsored by the UK's Department for Transport, that acts as an independent watchdog for transport users. Its work focuses on representing the interests of bus, rail, tram and coach passengers, as well as users of England's motorways and major roads. The organisation is governed by a board of non-executive directors and has its own management team.

Research and insight from the ground

The organisation places a strong emphasis on evidence-based research and campaigning. To this end, it consults thousands of transport users, including people who do not use transport, in order to obtain real information about what is happening on the ground. This knowledge is used to influence decisions affecting passengers and road users, with the aim of securing tangible improvements.

Publications and monitoring

Transport Focus regularly publishes a range of reports and newsletters. These include the rail scorecards, the quarterly Strategic Roads User Survey report and the monthly Transport User Voice newsletter. It also produces the Rail Customer Experience Survey, the first release of which covers 12 October 2025 to 31 March 2026. It also maintains a blog with analysis and findings, such as the report bringing together seven years of data on the safety felt by walkers, wheelchair users, cyclists and horse riders.

Areas of work

The organisation works on behalf of rail, bus, coach and tram passengers, as well as users of England's motorways and major roads. Its activities include consumer campaigns, advocacy and thought leadership, through which it seeks to ensure users get the best possible deal. It also offers help and guidance pages for those who need to make a complaint or raise an issue they believe should be investigated.

Transparency and governance

Transport Focus presents itself as a transparent organisation that publishes all of its activity. In this regard, it live-streams its board meetings, which the public can attend and put questions to regardless of their location. It also publishes information about its procurement procedures and how suppliers can join its lists. The organisation works in partnership with London TravelWatch.

Heritage and team

Transport Focus's heritage dates back to the Transport Act 1947. Over the years it has undergone changes, but it maintains its priority on transport users. Its team is made up of professionals with experience in consumer advocacy, research, policy development and stakeholder engagement. Alex Robertson holds the position of Chief Executive.
