Aragón’s ombudsman institution
Justicia de Aragón is one of the four basic self-government institutions of the Autonomous Community of Aragón, together with the President, the Government or General Deputation, and the Cortes (Parliament). A distinctive institution in Spain’s system of government with a long history, it acts as an advocate for residents’ individual and collective rights and as a guardian of Aragón’s legal system.
Main functions
- Protecting the public: Safeguarding individual and collective rights through general procedures and mediation.
- Protecting Aragonese law: Upholding the Statute of Autonomy and the region’s legal system through initiatives such as the Code of Aragonese Civil Law, the Aragonese Law Forum, the Chair of Aragonese Civil and Foral Law, and the Virtual Library of Aragonese Law.
- Protecting minors: The Justicia also serves as Children’s Ombudsman through the Office for Children and Adolescents.
Complaints and dispute resolution
The institution receives and processes public complaints about government administrations and public agencies. Its website explains who can file, how to submit a complaint, and how the process works, and provides a complaint form. It also publishes decisions and reports, both annual and special reports.

Justicia de Aragón publishes the “El Justicia de Aragón” series and other institutional publications, proceedings from meetings of the Aragonese Law Forum, the journal Actualidad del Derecho en Aragón, proceedings from meetings about the Justicia, and the documentary “¿es de Justicia?”
Working groups and observatories
The institution supports working groups such as the Justicia’s Roundtable on Unchosen Loneliness Among Older Adults, the Aragonese Loneliness Observatory (OAS), and the Justicia’s Roundtable on Nightlife in Zaragoza.
