About ORECLA

Fundación para las Relaciones Laborales de Cantabria (ORECLA) was established in 1996 to improve labor relations in the autonomous community of Cantabria. Its work has two main areas: out-of-court resolution of workplace disputes and research and projects on labor relations.

Workplace dispute resolution

ORECLA resolves workplace disputes through mediation, conciliation, and arbitration, guided by the principles of no cost to participants, equal treatment of the parties, impartiality, and flexibility. Its procedures operate under the applicable labor-procedure law and the Cantabria Interprofessional Agreement, signed on June 22, 2010, and published in the region's official gazette on July 14, 2010. The agreement was signed by the region's leading business and labor organizations: CEOE-CEPYME Cantabria, CCOO, and UGT. The foundation has mediation and arbitration panels.

Labor-relations research

This area develops initiatives to strengthen labor relations and collective bargaining and improve job quality and business competitiveness. Its main tools are research and projects; it can also provide technical and material support to institutional participation bodies with relevant responsibilities.

Transparency and procurement

The foundation publishes information about its organization, policies, agreements, assignments, contracts, grants, bank accounts and balances, and financial, budgetary, and asset information. It also lists current bids, awarded contracts, small-value contracts, and accessions.
