Economic development in Melilla

Proyecto Melilla, S.A. (PROMESA) is the Public Company for the Economic Promotion of Melilla and serves as the regional development agency for the Autonomous City of Melilla. It works to advance the city’s socioeconomic development by supporting investment, creating jobs, and providing training for business owners and workers.

Grants and investment

PROMESA administers grant programs for entrepreneurs and small and medium-sized businesses that may cover up to 40% of an investment, with a limit of €60,000 per job created. According to the organization, since 1991 it has helped generate more than 3,300 direct jobs through over 2,000 business projects.

Business incubator

The agency has eight commercial spaces and 12 industrial units available for rent to temporarily house newly established businesses and support them during their first years. Over the past ten years, it has hosted more than 70 businesses, which have led to the hiring of over 500 workers.

Training and employment

Training is one of its main activities. Since 1996, it says it has delivered more than 1,300 training programs to over 14,800 students. Its programs include MelillaForma, Second Chance, Inserta-T+, a Hospitality School, and a Job Placement Agency authorized under No. 9900000358. Office hours are Monday through Friday, 9 a.m.–2 p.m.
