About Fundación Ciedes

Strategic planning for Málaga

Fundación Ciedes has more than 30 years of experience in strategic planning for the city of Málaga. It designs, monitors, and evaluates urban development plans, bringing together public and private partners across the city.

Málaga 2030 Strategic Plan

The foundation’s main project is the Málaga 2030 Strategic Plan, made up of two documents: the Strategy, which defines the development model, vision, and five strategic priorities; and the Action Plan, which sets out 17 strategic goals, 16 flagship projects, and 82 key actions. Of those actions, 49 are local and 33 call for coordination with other municipalities in Málaga province.

The foundation also evaluates earlier plans, including the Málaga 2020 Strategy Evaluation, and has a 2023–2026 Operating Program to focus the efforts of its board members and other public and private partners on shared projects.

Projects and regional work

Beyond Málaga, Fundación Ciedes participates in European projects and works with other municipalities. Its initiatives include:

  • CoPlace, a European project to replicate social and cultural networks in partner cities, including work in Vélez-Málaga.
  • The Revitalization Plan for Vélez Historic Center, with co-creation workshops for residents and community groups.
  • Cities After Dark, an URBACT network that has discussed nightlife economies and sustainable urban development in areas such as the historic center, Huelin, and Teatinos.
  • Training and outreach, including a sustainability class for Saudi government employees.

The foundation aligns its work with the 2030 Agenda and the 17 Sustainable Development Goals.
