BEAZ, S.A.U. is a provincial public company established in 1987, wholly owned by the Bizkaia Provincial Council and part of its Department of Economic Promotion. Its purpose is to promote business development and competitiveness in the province, as well as the creation and preservation of quality jobs.

In addition to its own work, Beaz helps define, develop, and manage assistance programs from the Bizkaia Provincial Council's Department of Economic Promotion for businesses and entrepreneurs.

Services for entrepreneurs and businesses

• Fast-track company formation: assistance with online incorporation of limited liability companies through the Single Electronic Document (DUE), coordinating registry filings and an appointment with the notary selected by the client.
• Investment round training: a comprehensive service to strengthen entrepreneurial teams' skills in private financing and improve access to investors.
• 64bis ex ante: tax qualification reports for research, development, and innovation projects to facilitate the transfer of a tax credit to a funder.
• Innovation Loan: technical qualification reports to support financing for projects with European funds intended to promote innovation through the Innovation Fund.
• Startup attraction: support for innovative projects from outside Bizkaia that want to establish themselves in the province.

The organization also runs initiatives such as the Bizkaia Investment Forum and the Bizkaia Innovation Bridge Slush program, and publishes an annual guide to business assistance programs in Bizkaia.

According to figures the organization published for 2025, it had 52 employees, managed 863 cases, supported 1,046 businesses, and had 105 incubated companies.
