Utah Promise Grant: eligibility, FAFSA and where to apply

The statewide grant depends on financial need and available funds. Learn how it differs from University of Utah’s scholarship and how to budget remaining costs.

Utah has a statewide need-based program called the Utah Promise Grant, while the University of Utah also uses the name Utah Promise for a campus scholarship. They are not interchangeable. This guide covers the Utah System of Higher Education (USHE) grant, which can serve recent high-school graduates and adult residents at public universities, community colleges, public technical colleges and selected nonprofit private institutions. The state page does not promise a fixed amount: awards vary with available funding and each campus’s review.

USHE’s published baseline requires Utah residency or eligibility for resident tuition, a completed FAFSA and demonstrated financial need. The grant may cover up to cost of attendance under the program and lasts through a first bachelor’s degree or 120 attempted credits. “Up to cost of attendance” is a ceiling, not a promise that tuition, housing, meals, transportation and books will all be paid. The institution reviews the aid package, so awards can differ even for students using the same program name.

Start with FAFSA for the correct academic year and the financial-aid office at your institution. USHE says 2026–27 applicants should complete the 2026–27 FAFSA; the grant page sends students to campus to confirm eligibility and apply rather than offering one statewide form or deadline. Contact the college before its enrollment deadline and ask whether it requires an internal application, income verification or minimum enrollment. USHE FAFSA support is available at fafsahelp@ushe.edu and 801-646-4813; general state scholarship questions go to 801-646-4812.

The state list includes eight public degree-granting institutions, eight public technical colleges and four named nonprofit private institutions. Before budgeting around the award, verify that your campus and program appear on the current list and ask how residency applies to your case, especially if you recently moved or attended school out of state. Compare the final offer with the full cost, not tuition alone: housing can exceed the remaining tuition balance, and the state page does not guarantee a student-specific award for every cost category.

Student discussion can surface practical questions without becoming a rule. In April 2026, a University of Utah student wrote that scholarships and work still left uncertainty about housing and commuting; in August, another student asked when the grant would post to the campus account. Both posts describe one campus and do not establish a statewide payment calendar. Ask financial aid for a term-by-term projection, identify conditional credits and ask the bursar whether pending aid changes the due date. If you mean the University of Utah’s campus scholarship, check its separate requirements; do not use its income limit or deadline to determine eligibility for the USHE grant.

Bottom line

Compare the options and confirm eligibility and deadlines directly with the program before applying.
