How can students apply for Tennessee Promise and combine it with HOPE?

Class of 2027 dates, FAFSA, meeting, service hours, HOPE requirements and what each award covers.

Tennessee Promise and HOPE can appear in the same aid package, but they solve different problems. Promise is a last-dollar scholarship for tuition and mandatory fees: other gift aid is applied first, and Promise covers the eligible balance. HOPE is a merit scholarship with GPA, test, credit and renewal rules. For the high-school class of 2027, the application window is open: students must complete the Promise application in the THEC Student Portal by November 2, 2026. Creating a profile without submitting the application is not enough.

Tennessee Promise requires Tennessee residency, U.S. citizenship or eligible noncitizen status, and an approved completion route: eligible high school, home school or a state-approved GED/HiSET before age 19. After applying, students must attend a mandatory meeting, file the 2027–28 FAFSA by April 1, 2027, and complete 16 hours of community service by August 1, 2027 for the first year. The county assigns tnAchieves or the Ayers Foundation Trust; follow that partner’s instructions for reporting hours, dates and eligible activities.

The award does not automatically cover books, food, housing or every fee. To remain eligible, students enroll at an eligible institution in fall and spring and maintain continuity; community-college and eligible four-year students need a 2.0 GPA at the end of each year, while TCAT students must meet satisfactory academic progress. THEC’s 2024 annual report includes participation data and student paths; together with local partner mentoring, it shows that support is part of the program, even though students remain responsible for each deadline.

HOPE is applied for through the FAFSA and uses its own calendar. For many high-school graduates, initial eligibility requires a 3.0 HOPE GPA or 21 ACT/1060 SAT, with separate rules for GED, HiSET and home-school graduates. Published caps vary: up to $2,250 per semester at four-year colleges or two-year schools with campus housing, up to $2,850 at junior/senior levels, and up to $1,600 at two-year institutions. Do not budget the cap as a personal award; the college determines hours and classification.

Build a tracking sheet for the Promise deadline, meeting, FAFSA confirmation, service hours and eligible colleges; add HOPE GPA checks at 24, 48 and 72 attempted hours. Ask financial aid which award applies first and what remains after Promise and HOPE. A high-school counselor and county partner can resolve local steps; check THEC/College for TN for calendar changes. If you change courses, institutions or enrollment, ask for advice before doing so to protect both awards.

Bottom line

Compare the options and confirm eligibility and deadlines directly with the program before applying.
