San Diego Promise: tuition and textbook support at City, Mesa and Miramar

San Diego Promise, run by the community-college district, aims to reduce the cost of attending San Diego City, Mesa, and Miramar colleges. Eligible students may receive up to two years of enrollment and health fees, plus book and materials grants in certain pathways. The benefit does not automatically extend to four-year universities and does not cover the district’s additional bachelor’s-course fee.

The portal has separate routes for first-time college students, returning students after several semesters away, and College of Continuing Education alumni or designated groups, including veterans, foster youth, LGBTQIA+ students, undocumented students, and justice-involved students. College coursework after high-school graduation may disqualify someone from the first-time route, although dual-credit courses completed before graduation do not necessarily do so.

For fall 2026, the district requires an active college application, FAFSA or California Dream Act Application, California-resident classification, and normally 12 units—or an approved disability or extenuating-circumstances exception. Students must submit the Promise request form; filing FAFSA alone does not guarantee a place. Application windows and forms vary by cohort, so check the Fall 2026 section and the selected college’s dates.

The program lists counselors, mentors, and dedicated staff, along with textbook and materials support subject to eligibility and funding. San Diego has its own fee structure and expressly excludes the extra bachelor’s-course fee. Before enrolling, ask for a breakdown of tuition, health fees, books, materials, and uncovered charges. If you have prior college experience, request written review of your eligibility track.

Before applying, confirm the current cycle, priority date, participating institution, enrollment load, and any missing records. Keep a copy of the FAFSA or state form, transcripts, and submission confirmation. Ask about renewal, covered expenses, and coordination with other aid. Do not budget money until you receive an official award.

Compare net cost and distinguish scholarships, grants, waivers, and loans; they are not all repaid or applied to the same charges. Verify current-cycle dates and requirements directly with the administrator.

Read the program profile and federal FAFSA guide; confirm with the administrator how the aid coordinates.
