RI Promise or Hope Scholarship? Rhode Island aid rules for CCRI and RIC

Promise helps at CCRI early on and Hope in RIC’s final two years, but they are not an automatic transfer path. Compare eligibility and costs.

Rhode Island has two program names that can sound like a four-year sequence, but students should not add them as if one automatically leads to the other. RI Promise helps young residents who begin an associate degree at CCRI immediately after high school or a GED; the Hope Scholarship may cover tuition and mandatory fees during the junior and senior years at Rhode Island College. RIC’s policy manual expressly says a student who received RI Promise is not eligible for Hope. Get an individual written review before planning a transfer.

Promise requires Rhode Island residency and immediate enrollment after graduation. For the fall 2026 cohort, students must be 18 or younger or appeal if they graduate at ages 19 to 21. They must pursue an associate degree at CCRI, submit FAFSA and a final transcript, maintain a 2.5 GPA and complete at least 24 credits in the first year; 30 are recommended for a two-year graduation plan. It is last-dollar aid after other non-loan grants and scholarships and covers tuition and mandatory fees—not books, housing, meals or travel. Charges can also vary by course and lab.

Hope is for RIC residents who entered as first-time freshmen, completed the first two years there and maintain academic progress. Students must file FAFSA each year, take at least 12 credits per semester, keep a 2.5 GPA, declare a major and earn enough credits to finish on time. The audit uses milestones of 60 credits by junior year, no more than 78 remaining then, and no more than 39 remaining at the start of senior year. The award covers tuition and mandatory fees in the final two years after other aid; books, housing, meals and program-specific charges are excluded. State funding is extended through 2030, but each award remains subject to eligibility.

Local forums help explain the practical choice: students compare lower debt at CCRI with campus life and transfer options at RIC, and some describe Hope as an automatic continuation of Promise. That last claim conflicts with the official manual. Transfer credits, admission and the intended major must be checked separately; credits may not fit a chosen degree plan. Calculate tuition, fees and housing in each year, and do not budget around a scholarship that cannot be combined.

To start at CCRI, apply, submit FAFSA and a transcript, then use MyCCRI to resolve missing requirements; One Stop answers at 401-825-2003. At RIC, Hope is reviewed before junior year and has no separate application, but FAFSA and the academic audit still apply; contact hope@ric.edu or 401-456-9998. Ask both colleges for a net-cost comparison and transfer-credit evaluation before deciding where to spend the first two years.

Bottom line

Compare the options and confirm eligibility and deadlines directly with the program before applying.
