Separate the security deposit from nonrefundable charges
The city says the combined security deposit and nonrefundable move-in fees cannot exceed one month's rent. Nonrefundable move-in fees are restricted to cleaning and screening. The guidance generally limits those fees to 10 percent of one month's rent, with an exception when the actual screening cost exceeds that amount under the city's screening-cost provisions. Ask for the calculation if that exception is invoked; “administration” should not simply be added as an unexplained move-in fee.
If cleaning is charged at the start, the city says it cannot be charged again at the end. Its published guidance also sets a pet-deposit ceiling of 25 percent of one month's rent, in addition to the ordinary security-deposit limit. That pet rule should not be used to assume the treatment of an assistance animal: ask for the applicable accommodation process if that is your situation.
Understand the holding payment before reserving
A holding deposit is limited to 25 percent of one month's rent. Get the required receipt and written conditions. If the tenancy proceeds, the payment is credited toward the first month's rent or security deposit. The city distinguishes a rejected application from an applicant deciding not to proceed; do not assume every reservation payment is automatically refunded whatever happens. Keep the application, receipt and messages so that the circumstances can be established.
Ask about installments while reviewing the agreement
Seattle provides installment-payment rights for qualifying move-in charges. For an agreement lasting six months or longer, the official guidance provides six equal monthly installments for the security deposit and last month's rent. Other charges and agreement lengths have their own schedules. Request the written plan that applies to your agreement rather than copying one schedule across every payment. The city says a landlord cannot refuse to rent because a tenant chooses the applicable installment option, or charge interest for it. Record the unit's condition before a dispute arises
The security-deposit checklist is a substantive document. The city requires it at signing or move-in, dated and signed by both parties, with the condition of floors, walls, carpets, fixtures and other features recorded. Walk through the unit and correct omissions before treating a generic “good condition” statement as an accurate record. Keep your copy and dated photographs together with the lease. If a charge appears inconsistent with city guidance, seek clarification before paying or deciding how to respond; the documents allow an informed discussion.
