Renting in Portland, Oregon: how do applications and security deposits work?

A Portland rental search can turn on the timing of an application as well as the price of the apartment. Applying early is not necessarily an advantage under the city's screening rules, and a deposit should be explained separately from prepaid rent. Understanding those details helps a prospective tenant compare offers without making assumptions from a short advertisement.

Read the opening notice before sending the application

For an advertised unit covered by Portland's rules, the landlord must publish availability at least 72 hours before the open application period. The notice identifies when applications begin, screening factors if a screening fee will be charged, and whether the unit is accessible. A complete application received before the opening period is recorded as arriving eight hours after the period begins. Sending it early therefore does not secure the first position.

The code requires processing decisions in receipt order and has special provisions for accessible units, waitlists and regulated affordable-housing arrangements. During the first eight hours, an applicant whose household includes a person with a mobility disability receives priority for an accessible Type A unit. Do not treat this as a single undifferentiated queue for every rental program. Keep the notice, the completed submission and the receipt time; an applicant can request the recorded date and time of their complete application.

The city also publishes income-screening guidance and a minimum-income table effective May 15, 2026. Ask which current threshold and screening route are being used rather than relying on an old multiplier repeated in an online listing. Supplemental evidence can be relevant to screening. Read a conditional approval or denial carefully before assuming it ends the process or permits any additional charge.

Separate deposit, last month's rent and conditional amounts

City code normally permits up to one month's rent as a security deposit when last month's rent is not required. Where last month's rent is required, an additional deposit is normally limited to half a month's rent. A qualifying conditional approval can add another half-month deposit, which must be available in reasonably requested installments over up to three months. Ask for each amount and its purpose in writing.

The landlord must place deposit and last-month-rent funds in a segregated financial account within two weeks. The agreement identifies the institution and whether the account earns interest. These protections do not make the deposit immediately refundable while the lease remains in force; they govern how money is held and accounted for.

Record the condition that future deductions will be measured against

The move-in condition report and shared photographs establish a baseline. A tenant has seven days after the tenancy begins to submit an addendum identifying missing damage or condition details. Keep copies and dated photographs, rather than waiting until departure to argue about a pre-existing mark. The code limits deductions for ordinary wear, routine maintenance and specified replacement costs.
