Check the public record and the unit together
Louisville Metro requires long-term rentals to be registered. The Rental Registry page explains looking in General Search for Long Term Rental License and narrowing by street. Match the result to the unit and the person offering it. The city's property-maintenance page also links searches for violations, licenses and complaints. A record search and a walk-through answer different questions; neither should replace the other.
During the visit, check that the written move-in condition reflects what you can observe. Photograph existing damage, save promised repairs and ask who receives maintenance notices. If a defect prevents a meaningful inspection, arrange another opportunity rather than recording an unverified assumption that the work is complete. Keep the landlord's contact, the lease and the condition record in one place.
The deposit needs an account and a damage record
Louisville's Landlord and Tenant Code adopts the Uniform Residential Landlord and Tenant Act. Under KRS 383.580, residential security deposits covered by those provisions go into a separate account, and prospective tenants must be told its location and account number. Before paying the deposit, the tenant must receive an existing-damage list with estimated repair costs and have the opportunity to inspect it.
That is more specific than a receipt saying “deposit paid.” Check the list carefully before signing. The statute provides for a signed written statement identifying items with which the tenant disagrees, and a corresponding damage-list process at the end of occupancy. Photos support a record but do not replace the required written process. If there is disagreement over deductions, get advice on the actual documents rather than assuming every withholding is valid or every deposit must be returned on one universal date.
Heating and unresolved maintenance need a clear route
The city's tenant-resource page says rental properties must be provided with heat from October 1 through May 1. On this September 28 verification date, that seasonal requirement begins shortly. Ask how the system is operated and how to report a failure before colder weather exposes a missing arrangement.
For property-maintenance concerns, Metro311 accepts reports at 311 or 502-574-5000. Reporting a code issue does not itself resolve a disputed rent payment or authorize a particular lease remedy. The city identifies Legal Aid Society as a civil-assistance resource, with intake at 502-584-1254, Monday–Thursday, 10 a.m.–4 p.m.; eligibility and case acceptance apply. Preserve notices and respond to formal deadlines. A written repair request and an accurate move-in record give the next person reviewing the dispute something concrete to work with.
