Ontario Community College Program: tuition reimbursement for Ontario, California residents

The City may reimburse tuition for up to two years for residents attending a California public community college full time without another tuition waiver. Official pages conflict on whether one or two years of residency is required; this guide explains how to resolve that before enrolling.

The Ontario Community College Program is local aid for Ontario, California residents who want to attend a public community college in the state. The City describes it as full tuition reimbursement for up to two consecutive years if a student enrols full time—12 units—and does not qualify for the California College Promise Grant (CCPG) or another tuition-covering programme. It is not a universal scholarship for every college expense.

The City page says students may choose any California community college, while the qualifications page specifies a public two-year institution accredited by the Accrediting Commission for Community and Junior Colleges (ACCJC). Students must apply to the college separately, complete its orientation and assessment, and register for classes. Municipal aid does not replace admission or guarantee registration in the courses a student needs.

To remain eligible in fall and spring, the published rules call for 12 units—or the selected college’s definition of full time—eight community-service hours per semester with Promise Scholars, and at least a 2.0 GPA. Students must also submit FAFSA or the California Dream Act Application (CADAA) every academic year. The City says funds are not disbursed until requirements are met, so ask in advance whether the mechanism is reimbursement after payment or a credit posted directly to the student account.

The City describes the assistance as covering tuition only. It does not promise to pay books, health fees, student ID, transportation, food, housing, or other charges. The programme is also aimed at students who do not qualify for CCPG or another programme covering tuition. Ask the college for a written estimate of uncovered charges and confirm which benefit applies first so the same cost is not counted twice.

There is a contradiction applicants should resolve before submitting documents: the “Qualifications” section says a student must have lived in Ontario for at least one year, while the “Residency” section on that same page requires two years before applying and proof of residence. Neither sentence can safely be treated as the final rule without clarification. Ask the City or Promise Scholars to confirm in writing which period applies to your cycle and which documents it accepts.

The City says it partners with the Ontario-Montclair Schools Foundation Promise Scholars and lists CA_Supervisor@promisescholars.net for programme questions. City Hall’s main phone is 909-395-2000. The City also links GoSmart, which offers unlimited Omnitrans rides for students at some partner colleges—Chaffey College, Crafton Hills College, and San Bernardino Valley College—not necessarily every campus a student may choose.

Start by completing FAFSA or CADAA, comparing accredited community colleges, and requesting a written estimate of tuition and fees. Then confirm residency, course load, service hours, GPA, and reimbursement method with the City of Ontario Community College Program and the Promise Scholars team. Aid rules are cycle-specific, so use the City’s current page rather than an outdated third-party summary.

The programme may reduce a major part of the bill, but its two-year limit and attendance requirements make academic planning essential: check which courses count, how credits will transfer, and what it may cost to finish a bachelor’s degree later. Keep receipts, service records, and written answers. If you cannot take 12 units, ask whether an exception is published; do not assume part-time enrolment preserves reimbursement.

Bottom line

Before enrolling on the assumption that reimbursement will be available, resolve the one-year versus two-year residency conflict in writing. Also confirm which charges qualify: the City covers tuition and excludes other fees and living costs.
